OBJECTIVE: That the Board of County Commissioners (Board) reviews and approves the attached Policy on Proclamations, CONSIDERATIONS: At its October 27, 2009 regular meeting, Commissioner Fiala commented on the increasing number of proclamations conferred by the Board and suggested setting parameters as to the type of occasion eligible for this special recognition. Accordingly, the Board directed the County Attorney and the Supervisor of BCC Office Operations to develop guidelines for Board consideration that will ensure future proclamations acknowledge those persons and events that contribute to and enhance the quality of life in Collier County. The attached Policy on Proclamations incorporates current practices and specifies topics ineligible for a proclamation (e.g. matters of political controversy, campaigns or events contrary to County policies, birthdays, etc.) FISCAL IMPACT: None. As such, the Board invites citizens to nominate exceptional members of the community who deserve special recognition through the issuance ofa proclamation. A proclamation is a an official written decree given by the Board of County Commissioners to formally recognize individuals, organizations, special events, achievements, or causes, and typically designates a day, week, month or year in recognition of a particular person, cause, organization or event. Proclamations will be presented by the Board during its regularly scheduled public meetings to the person or group being recognized. Proclamations are ceremonial documents, signed by the Chairman and issued for: . public awareness campaigns . public service . acts of heroism . charitable fundraising campaigns . arts and cultural celebrations . special honors (on the recommendation of the County Commissioners) Proclamations will not be issued for: . matters of political controversy, ideological or religious beliefs, or individual conviction . events or organizations with no direct relationship to Collier County . campaigns or events contrary to County policies . Non-US National, Independence or Republic Days . commercial purposes, such as the opening of a new business, a new service, a new product, or a new professional service. This also includes business anniversaries that are less than 25 years. . In addition, proclamations will not be issued for birthdays, weddings, or family reunions. Other: . The proclamation must be sponsored by at least one Commissioner. . An organization may request only one proclamation annually. . At the discretion of the Chairman, a congratulatory letter may be offered as an alternative where the proclamation criteria are not met. . An organization does not have exclusive rights to thc day, week or month of their proclamation. . Proclamations are not read out in full unless so designated by the Chairman. . There is no charge or fee associated with the issuance of a proclamation. . One copy of the proclamation will be issued to the requesting organization. Proclamation requests must be submitted in writing to the Board of County Commissioners' Office a minimum of 13 days before the meeting, and include a standard form application prepared by the Board of County Commissioners' Office. A proposal of the draft proclamation must be included as part of the application. Both forms can be found on the Collier Government web site. Proclamations are issued at the discretion of the County, which reserves the right to modify or deny any proclamation request. And I say that, yesterday as I was pulling out of here, guys beeping on their horn, our own people, you know, and really making a nuisance of themselves. COMMISSIONER HALAS: Sure it wasn't from New York? CHAIRMAN FIALA: No, it wasn't. And, you know, we have to remember to let them know that we're glad that they're here because they're going to make our economy, and with all of the extra dollars we're putting into tourism advertising, hopefully we get a lot more people here, let them know that we appreciate them. Second thing I wanted to talk to you about is proclamations. In the last few years we've seen a number of proclamations steadily increasing. And in fiscal 2006, we awarded 57 proclamations. In 2009, we awarded 113. The number seems to be increasing, and so I've asked -- I wanted to ask if the board would allow me to direct the county attorney and Ian Mitchell to draw up a document giving guidance and giving us parameters to be met as to how we will issue proclamations in the future. COMMISSIONER HALAS: Sure. CHAIRMAN FIALA: I just had somebody call me yesterday and ask if -- there's a really nice lady who's been very generous, and they asked ifI -- if we could have a proclamation to celebrate her birthday. Well, that's nice and she's a wonderful lady, but, you know, we just have to draw some lines someplace. I know with the business, when the Big Cypress came in, I had a couple people say, you know, I've got a business that's hurting, too. Why can't we have proclamations?
