EXECUTIVE SUMMARY
Recommendation that the Collier County Community Redevelopment Agency (CRA)
award RFP #09-5333 to RWA, Inc., for the purpose of updating the Bayshore Gateway
Triangle CRA Overlays as they relate to the Collier County Land Development Code
(Fiscal Impact $105,000) and authorize the Chairman to execute the County's standard
agreement.
OBJECTIVE: Recommendation to award RFP #09-5333 to RW A for the purpose of updating
the Bayshore Gateway Triangle CRA Overlays as they relate to the Collier County Land
Development Code.
BACKGROUND: In 2005, the BCC adopted specific Land Development Code (LDC)/zoning
overlay provisions for the Bayshore and Gateway Triangle areas of. the CRA, the Bayshore
Mixed Use District (BMUD) and Gateway Mixed Use District (GTMUD) overlays. The RFP
was issued to evaluate the effectiveness of the current regulations and identify any deficiencies.
The tasks to be performed listed in the Scope of Services are as follows:
Task I - Review Current Overlay in Relation to the LDC
Task 2 - Identify Current Development Patterns
Task 3- Analyze Effectiveness of Overlays
- Task 4 -Review Mixed-Use Project & Administrative Deviation Process
Task 5- Analyze Cultural District Uses
Task 6- Draft updated Overlay LDC Regulations
Task 7- Amendment and Adoption Process
CONSIDERATIONS: The Bayshore/Gateway Triangle Community Redevelopment Agency
(CRA) requires the services of a consultant to review the current Bayshore Mixed Use Overlay
District (BMUD) and the Gateway Triangle Mixed Use Overlay District (GTMUD) as they
relate to the Collier County Land Development Code, analyze the effectiveness of the existing
land development code regulations, draft updated land development code regulations where
necessary to facilitate the goals and objectives of the Redevelopment Plan. The original overlays
were adopted in 2005, incorporated into the Collier County Land Development Code (LDC) and
amended in 2006 and 2007. Submit the revised amendments in accordance with the Community
Development and Environmental Services Department 2010 Land Development Code
Amendment Cycle and provide all technical services requircd throughout the Collier County
approval and adoption process. RFP #09-5333 was posted on August 10, 2009 and four
proposals were received by the due date of September 25, 2009. The Selection committee chose
RW A, Inc., by consensus as the most qualified consultant to perform the scope of work.
The CRA Advisory Board reviewed the proposal on November 3, ?009 and unanimously
recommended Board approval.

FISCAL IMPACT: This professional consulting contract totals $105,000. Sufficient funds are
budgeted in the FY 20 I 0 Bayshore Gateway Triangle Fund (187) to cover the cost of the
contract.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. -CMG
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
RECOMMENDATION: That the Collier County Community Redevelopment Agency
approve the Committee's selection to award RFP #09-5333 to RWA, Inc., and authorize the
Chairnlan to execute a standard County Attorney approved contract.
