EXECUTIVE SUMMARY
Recommendation to extend the Interlocal Agreement between Collier County and the Greater
Naples Fire Rescue District for Management of the Ochopee Fire District for one year or until a
new Agreement is executed and approve a budget amendment in the amount of $70,000.
OBJECTIVE: To ensured continuity of fire services in the area serviced by the Ochopee Fire District
MSTU until the details for a new agreement can be finalized and executed.
CONSIDERATIONS: On September 13, 2016 the Board approved a management agreement with
Greater Naples Fire Rescue District (Greater Naples) for provision of fire services to the Ochopee Fire
District. This Agreement was established with an end date of September 30, 2019 with the intent that by
that time, Greater Naples would effect annexation of the Ochopee Fire District. Due in large part to
challenges in securing a permanent funding source for Station 63 (located on Alligator Alley), annexation
did not occur.
Close coordination and cooperation of staff and Greater Naples resulted in the passage by the Florida
Legislature of HB 905, which provides funding for Station 63 from excess tolls through June 2027, up to
$1.4 million with a ten percent local cash match.
When it became apparent that the Agreement would terminate before annexation was complete, staff
began meeting with Greater Naples to determine the future of the management arrangement. Greater
Naples remains committed to annexation and to providing the same level of service to our constituents.
Because of the uncertainties surrounding funding for Station 63 (as of June 12, 2019 the Bill providing
for funding through 2027 had not been signed by the Governor), the final details for a successor
Agreement have not been completed.
Once the Bill is signed and a new Interlocal Agreement executed between Greater Naples and FDOT with
final terms of the grant, staff and Greater Naples will complete the Agreement for management services
and bring it to our respective Boards for execution.
In the meantime, staff recommends extending the current Agreement with an amendment in keeping with
the provisions of the Proposed HB 905.
FISCAL IMPACT: The same terms and conditions for payments to Greater Naples will remain in place
except that the County will assume responsibility for any expenditure exceeding the amount budgeted by
FDOT for providing a year-round firefighter paramedic around the clock. This includes the 10% cash
match contemplated in the legislation. The fiscal impact on the EMS budget is estimated between
$25,000 and $30,000 annually depending on the employees assigned.
The County will continue to invoice GNFD for paramedic services. As such, a budget amendment in the
amount of $70,000 is required to be appropriated for the remainder of FY19 within EMS Fund 494,
Project 33356. This action allows costs to be properly tracked for GNFD to be reimbursed by FDOT and
thus the County.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.

RECOMMENDATION: To authorize the Chairman to sign an Amendment to the Interlocal Agreement
currently in place extending the term for one year or until a successor Agreement is executed and
modifying the payment terms in accordance with pending legislation.
