EXECUTIVE SUMMARY
Recommendation to appoint four members to the Black Affairs Advisory Board.
OBJECTIVE: To reappoint one current member and appoint three new members to the Black Affairs
Advisory Board.
CONSIDERATIONS: This nine-member board was created in 1991 to identify and evaluate problems
unique to the black community, review and recommend ways to ensure open communication between
minorities and Collier County government, and provide periodic reports to the Board of County
Commissioners. Terms are four years. A list of the current membership is included in the backup.
Per Section 2-948(b) of the Code of Laws, term limits apply to this board: “…A member of the Board
may be reappointed by the Board of County Commissioners for one successive term.”
There are currently three vacancies on this advisory board, and one seat which expires on June 25, 2019.
The vacancies were advertised and applications were received from the following:

ATTENDANCE: Staff attests that Ms. Esquilin is a valued member who has not missed any meetings in
the past two years.
STAFF RECOMMENDATION: This committee has been unable to have a quorum for several months,
and so has been unable to make a recommendation on these applications. As stated in the
recommendation email included in the backup to this item, staff recommends the following applicants be
appointed:
1. Michael Patterson, to be appointed to fill a partial term expiring on June 25, 2022;
2. Shenika Kentner, to be appointed to a four-year term expiring on June 25, 2023;
3. Voncile H. Whitaker, to be appointed to a four-year term expiring on June 25, 2023; and
4. Lis Esquilin, to be reappointed to a four-year term expiring on June 25, 2023. As Ms. Esquilin has
only served three years on the board at this time (since 2016), she is still in compliance with this
board’s term limits and remains eligible for reappointment.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,

and directs the County Attorney to prepare a resolution confirming the appointments.
