EXECUTIVE SUMMARY
Recommendation to approve an Assumption Agreement assigning all rights, duties and benefits,
and obligations to Innovative Emergency Management, Inc., under Agreement 17-7116 for the
continuance of disaster recovery consulting services.
OBJECTIVE: To assign Agreement 17-7116 to Innovative Emergency Management, Inc. (“IEM”) for
the continuance of disaster recovery consulting services.
CONSIDERATIONS: On October 24, 2017 (Agenda Item No. 16.E.6) the County entered into
Agreement 17-7116 “Disaster Recovery Consulting Services” with Disasters, Strategies, and Ideas Group,
LLC, to assist the County in recovering from a disaster, including assistance with FEMA claim and
reimbursement processing.
Innovative Emergency Management, Inc. (“IEM) represents and warrants to the County that through an
Assignment Agreement, it is now the successor in interest to and in relation to Agreement 17-7116. Staff
received a notification letter of this transaction dated April 24, 2019. Staff obtained the n ecessary
documents from IEM which have been reviewed and approved by the County Attorney’s Office.
Staff is recommending approval of an Assumption Agreement to IEM assigning all rights, duties,
benefits, and obligations under Agreement 17-7116.
FISCAL IMPACT: There is no fiscal impact.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: The County Attorney reviewed this item and approved it as to form and
legality. Majority support is required for approval. - JAK
RECOMMENDATION: To approve an Assumption Agreement to Innovative Emergency
Management, Inc., assigning all rights, duties and benefits and obligations under Agreement 17-7116 and
authorize the Chairman to sign said Assumption Agreement.
