EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the First Amendment to the
Agreement with FL Star Construction, LLC (FL Star) for the administration of the State Housing
Initiatives Partnership Construction Assistance Program.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the State Housing Initiatives Partnership (SHIP) Program.
CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local
communities to promote and advance affordable housing initiatives. Funds are generated through
documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation
(FHFC) to undertake eligible activities.
On October 23, 2018, Agenda Item #16D6, the Board of County Commissioners (Board) approved an
Agreement with FL Star for the Construction Assistance Program. The strategy allows the County to use
SHIP funds towards the construction of new affordable housing.
The Community and Human Services (CHS) Division released the FY 2018-19 SHIP funding application
round on January 04, 2019 through February 11, 2019. Three (3) applications were received. The review
and ranking committee met on March 1, 2019, and all three (3) applications were selected for funding. FL
Star was awarded $400,000 to continue the construction assistance program.
This First Amendment will:
1. Increase the Agreement amount by $400,000 for a total of $700,000.
2. Add 2018-19 as an additional funding year.
3. Extend the expenditure deadline to June 30, 2021.
4. Require the ranking of approved households to be consistent with the 2016-2019 LHAP.
FISCAL IMPACT: The proposed action has no Fiscal impact. FHFC is the funding source for this
grant. Funds are budgeted in the SHIP Grant Fund (791), Projects 33525 and 33569.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Approval of the amendment will facilitate the County’s goal
to expand affordable housing for its citizens and further the goals of the Housing Element of the Collier
County Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign the First Amendment to the
Agreement with FL Star for the administration of the State Housing Initiatives Partnership Construction
Assistance Program.
