EXECUTIVE SUMMARY
Recommendation to seek approval for the electronic submission of the County Incentive Grant
Program (CIGP) Application with the Florida Department of Transportation to fund a phase of
Collier Boulevard (CR 951) from the Golden Gate Main Canal to Green Boulevard (Project No.
68057).
OBJECTIVE: To receive approval from the Board of County Commissioners to submit a County
Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT) for a
phase of design, right-of-way or construction of Collier Boulevard (also known as CR951) from the
Golden Gate Main Canal to Green Boulevard.
CONSIDERATION: On February 15, 2019, Collier County was informed that FDOT was requesting
projects for CIGP priorities for fiscal year 2024/25. FDOT will consider projects submitted before July 1,
2019, for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State
Highway System and are consistent with established plans in the area. The construction of Collier Blvd.
from Golden Gate Main Canal to Green Boulevard is eligible for CIGP funding.
Collier County will expand Collier Blvd. from the Golden Gate Main Canal (north of Interstate 75) to
Green Blvd. from a 4-lane to a 6-lane facility. This project will improve two miles of Collier Blvd. and is
the final “missing link” between two existing six-lane roadway segments. The project also completes the
pedestrian and bicycle network as well as a gap along a regional shared-use pathway.
Collier Blvd. serves as a major parallel reliever to SIS facility I-75. US41 and SR/CR951 are integral parts
of the Collier County arterial system and serve as the primary evacuation routes for Marco Island; in
addition, it is the primary corridors that serve the urban fringe. This route will add capacity and will
relieve congestion on both state highway system facilities (US41 and I-75). The project will also enhance
the system of local roads and streets. This segment of Collier Blvd. currently has a LOS of C.
Over the past 15 years, the exponential population growth has resulted in an increased demand on Collier
Blvd. from US 41/Tamiami Trail in the south to Immokalee Road (SR 846) in the north. The local
transportation investment to widen Collier Blvd. to 6-lanes has totaled more than $220 Million to date.
The proposed project will improve the multimodal connection inside the County’s urbanized area. The
corridor will relieve traffic congestion on the State Highway System (SHS) (US41 and I-75) and provide
for the efficient movement of people, goods, and services. The additional capacity will provide for a more
efficient connection between many community assets, including existing neighborhoods, a library,
churches, a nearby hospital, and commercial businesses.
The design and construction of the Collier Blvd. project is in the Collier MPO’s 2040 Long Range
Transportation Plan Cost Feasible Plan in FY2021-25.
Approval of this item will authorize the Department Head of Growth Management to electronically submit
all required documents.
FISCAL IMPACT: The projected costs are estimated at $20,200,000 ($10,000,000 for construction,
$3,200,000 for design and $7,000,000 for advanced construction and Right-of-Way). The Project is
currently in the County’s FY2019/2023 Five Year Work Program. The grant amount requested is up to
50% of the project costs for any phase awarded. If awarded, Collier County would provide a local match
with funds from one or more of the following sources: impact fees, gas taxes and/or general fu nd

revenues. Source of funds will be determined at the time of the award, and budget amendments will be
brought to the Board for approval.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth
Management Plan and the MPO’s Long Range Transportation Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote

This letter is in response to the request for Collier County CIGP priorities for fiscal years
2024/2025. We believe that the completion of Collier Blvd. (CR 951) from Golden Gate Main
Canal to Green Blvd., approximately 2 miles, is an excellent candidate for CIGP funding.

3. Detailed description of how the project would reduce congestion on the state highway
system:
This project is one of the highest priority projects (Ranked 5th) in the Collier MPO’s 2040
LRTP. This indicates that there is a considerable need for transportation infrastructure
improvements in this area. The proposed project aims to address both short-term and long-term
transportation needs in the region.
Collier Blvd. is a major north-south arterial along the Collier County urban fringe that once
improved provides increased mobility to both urban and rural county residents. Collier Blvd.
is the longest north-south roadway in a heavily urbanized area of the County. It is a designated
emergency evacuation route that provides direct access to Interstate 75 (I-75). I-75 is Florida’s
main freeway along the west coast of Florida that also facilitates east -west traffic across the
state from Naples to Fort Lauderdale. Collier Blvd. intersects with I-75 just south of the
proposed project. Collier Blvd. creates a key interconnection easing and allowing a more
balanced traffic loading of the regional network.
Collier Blvd. serves as a major parallel reliever to SIS facility I-75. US41 and SR/CR951 are
integral parts of the Collier County arterial system and serve as the primary evacuation routes
for Marco Island, in addition it is the primary corridors that serves the urban fringe. This
project will improve the Level of Service (LOS) on CR951 and thereby enhance emergency
response and access. This route will add capacity and will relieve congestion on both state
highway system facilities (US41 and I-75). The project will also enhance the system of local
roads and streets. This segment of Collier Blvd. currently has a LOS of C. The northern and
southern segments of Collier Blvd. have been expanded to 6 lanes, an d are currently
functioning with a LOS of B and C. This last segment of Collier Blvd. is the bottleneck for
the parallel system to I-75. Over the past 15 years, the exponential population growth has
resulted in an increased demand on Collier Blvd. from US 41/Tamiami Trail in the south to

Immokalee Road (SR 846) in the north. The local transportation investment to widen Collier

The segment of Collier Blvd. is classified as a Minor Arterial on the Federal Functional
Classification map approved by FHWA on January 23, 2014. On the FDOT Federal Aid
Mileage Report dated January 2, 2019, CR 951 from the ramp north of I-75 to CR 846
(Immokalee Rd.) is considered an Urban Minor Arterial (UMA) within the Surface
Transportation Program (STP). While it is not on the State Highway System, the road is
Federal Aid Eligible, as referenced in the FDOT map below dated September 4, 2018.
This facility will improve travel reliability by decreasing travel times, reducing vehicle miles
traveled, reducing congestion and reducing emissions from idling vehicles.
This project will provide safety benefits to all modes of transportation by creating bike lanes
and sidewalks and reducing traffic congestion. Creating better alternatives to cars will help
encourage a mode shift. Reducing the number of cars on the road not only lowers road
maintenance, it also constructs a safer intermodal transportation system. The addition of more
modal opportunities within the existing right-of-way minimizes the network lifecycle costs and
environmental impact. The project also completes the pedestrian and bicycle network as well
as a gap along a regional shared use pathway. The lack of existi ng pedestrian and bicycle
facilities is the contributing cause to a high cyclist fatality rate within the project limits.
Collier Area Transit (CAT) Route 19 provides direct transit connections from Immokalee (2nd
Rural Area of Economic Concern Executive Order 11-81) to this corridor. The project area is
also served by Routes 25, 27 and 28. Route 27 provides connections to the Creekside Transfer
Station, which is the only transfer point with Collier County’s regional transit partner, LeeTran
(Lee County, FL Transit System). The CAT map that follows presents a portion of the Collier
Area Transit (CAT) map of the project area.

Besides the added capacity by reducing delays, there will also be a reduced need for road
maintenance. Reduced vehicle miles traveled on the roads means less maintenance, operations
and improvement costs to the parallel facilities. The project will also help reduce crashes
resulting in injuries by providing sidewalks for bicyclists and pedestrians and thereby
improving overall traffic operations.
Between January 2005 and March 2019 there have been 1,176 crashes in the project area. Of
those crashes, 5 have been fatal and 178 have had serious injuries. This includes 9 incidents
involving bicyclists and 9 involving pedestrians. Below is a map indicating the crash locations
on Collier Blvd. in the project location. The data was made available from the Collier County
Crash Data Management software.

The figure above represents the location of all crashes around the project area. The database
is also able to create polygons of the area to determine the number of crashes on the parallel
facilities. Since 2005, there have been 18,716 crashes in the area, including 14,293 crashes on
parallel facilities. Those crashes resulted in 47* fatalities and 1,305* injuries. *Please note
the maximum record count for the data and analytics is 10,000, therefore these numbers do not
represent all the crashes during this time.

area. The corridor will relieve traffic congestion on the State’s designated SIS facility (I-75)
and SHS (US41) and provide for the efficient movement of people, goods and services. The
additional capacity will provide for a more efficient connection between many community
assets including existing neighborhoods, schools and commercial businesses.
Without State assistance, the County will be required to wait until enough local funding is
collected to fund the project in full. This would further delay the traffic congestion relief of I-
75.

The design, ROW and advanced construction of Collier Blvd. from Golden Gate Main Canal
to Green Blvd. is currently in the County’s FY19-FY23 5 Year Work Program which is tied to
the County’s Capital Improvement Element (CIE). The project is funded for all three phases
in FY2023. If the project is awarded a grant, the CIE can be amended or updated, as
appropriate.

in the County’s FY2019/2023 5 Year Work Program. The grant amount requested is up to

For these improvements to Collier Blvd. we are requesting funding in any amount up to the
50% match of any phase as appropriate.

Project Details: Clearly describe the existing conditions and the proposed project and desired
improvements in detail. Please provide studies, documentation, etc., completed to-date to

Collier Blvd. was once entirely a state road from Marco Island and zigzagging north to Pine
Ridge Road, portions have since been given to the City of Marco Island and Collier County. The
state portion is a 7-mile-long north–south divided highway that extends from the south end of the
Judge S.S. Jolley Bridge on Marco Island to the Tamiami Trail (US 41/SR 90). The state also
owns and controls a 1⁄2 mile piece between Davis Blvd. (SR 84) and I-75, generally considered
part of the I-75 interchange for I-75 Exit 101. (See included map of road ownership.) The re-
designations and relinquishing of control by the state of portions of 951 occurred at various times
as the road was extended. It is currently classified as Other Principal Arterial from US-41 to I-
75. Other Principal Arterial characteristics include having trip lengths and travel density
characteristics which indicate substantial statewide or interstate travel. It carries most trips
entering and leaving urban areas, and it provides continuity for rural principal arterials that
intercept urban boundaries. Collier Blvd. from I-75 to Immokalee Rd is classified as a Minor
Arterial. CR 951 is the main north-south route through East Naples and Golden Gate. It extends
approximately 14 miles north from US 41 to Immokalee Road. Collier Blvd., as zoned for
residential with some commercial at the major intersections and an area of industrial at I-75. As
part of this project, Collier County will expand CR951 (Collier Blvd.) from the Golden Gate

Main Canal (north of Interstate 75) to Green Blvd. from a 4-lane to a 6-lane facility. This project

a gap along a regional shared use pathway. Collier Blvd. functions like a state facility, as it has
limited access points and assists I-75 in the movement of large volumes of traffic.
Constructability Review

within the limits of this project? Proposed improvements have already been designed
to 60% plan level and permits have been obtained. Thus, all technical challenges
have been identified and mitigated. Constructability challenges with the project have
been anticipated and addressed. Traffic will be maintained throughout the
construction according to a FDOT Standard Traffic Control Plan. This includes
business access for bikes and pedestrians. Canal reconstruction will be typical.
Temporary construction easements will be required.

Due to impacts to wetlands and surface waters connected to the CR 951 Canal, and
to the canal itself, a USACE permit was required. Since no other federal agencies
were involved, the USACE became the lead agency for NEPA compliance and
approval. Two permits for the roadway segments (which includes this project) have
been issued: USACE Individual Permit (#SAJ-2007-04904) was issued on July 31,
2013. Construction is authorized through July 31, 2018. Permit states that USACE
will generally grant time extensions upon request. State Environmental Resources
Permit (#11-03184-P) was issued by SFWMD November 19, 2012. Construction is
authorized through November 19, 2017. SWFMD generally grants extensions upon
request.
