Park Master Plan)06/25/2019 EXECUTIVE SUMMARY Recommendation to approve East Naples Community Park master plan to renovate the park to accommodate the increased use of the park for pickleball and to support the US Open Pickleball Championship activities at the park. OBJECTIVE: To provide renovations to the East Naples Community Park (ENCP) to better support pickleball activities that have been developed through Tourist Development upgrades to support tournament grade activities at the park and accommodate the volume of play of this sport. CONSIDERATIONS: Collier County initially approved a three-year hosting agreement with Spirit Promotions on April 14, 2015 to hold the US Open Pickleball Championships at ENCP and then extended that agreement an additional two (2) years. A new sponsorship agreement was approved by the Board of County Commissioners (Board) on February 12, 2019 to continue hosting the event through 2021. These weeklong events are projected to attract thousands of participants and spectators and will be nationally televised, bringing economic impact to the community as visitors use local hotels, restaurants, and shopping. ENCP was originally built in the 1980s through a general obligation bond that financed the creation of five (5) park locations (Veteran’s Community Park, Immokalee Community Park, Golden Gate Community Park, and Mackle Community Park in addition to East Naples). Mackle Community Park was turned over to the City of Marco upon their incorporation and the remaining four (4) parks are part of the community park system managed by Collier County Parks and Recreation Division. ENCP in its original design also used an interlocal agreement with the School Board District to expand the footprint of the Park. The soccer, softball field, and basketball courts are part of the School District’s property and are leased to the Collier County for public recreational use on the weekends, holidays, and after school hours. This long-term arrangement has allowed for joint use by both the School Board and Collier County and demonstrates good stewardship by both Boards in sharing the space for both organization’s needs. A public meeting revealing the master plan was held in February 2019 and over 100 individuals attended. Review of the master plan was favorable by the majority and requests were made to focus on the phasing of the project so that additional bathrooms, upgrade to electricity, increase parking opportunities, and increasing the number of pickleball courts was the priority. The master plan being recommended is shown as an attachment. It is recommended that the plan be pursued in two (2) Phases. Phase 1 Improvements would consist of developing a concrete pad to move the existing maintenance area to the rear of the property to provide space for additional restrooms an d a new welcome center. In addition, Phase 1 improvements would include the establishment of ten (10) additional Pickleball Courts. Phase 2 of the plan includes completing the maintenance building, welcome center, additiona l parking, and shade. It will also be requiring demolishing the existing community center and relocating it with a new center nearer the front of the park. A portion of the existing community center was built using Community Development Block Grant (CDBG) funds to establish a senior center at ENCP. In consultation with the Community and Human Services (CHS) Division, who manage the CDBG program for Collier County they indicated that a restrictive declaration exists on the property for the receipt of those funds and would require a public notice to demolish and reconstruct on the park property that is of similar size to accommodate the current capacity of programmed use. In addition, Phase 2 establishes a 3,500 seat Championship Stadium Court and additional parking. Staff’s recommendation to adopt and implement the proposed master plan is subject to Spirit Promotions 11.A Packet Pg. 96 06/25/2019 LLC entering into an agreement with the County to continue hosting the U.S. Open for five additional years. ADVISORY BOARD RECOMMENDATION: On June 19, 2019, the Parks and Recreation Advisory Board voted unanimously in favor of the recommended master plan. FISCAL IMPACT: Estimated total costs for all phases of the project are $23,424,410. Funding of Phase 1 of the project is available in a combination of FY2020 funding and Surtax eligible components. It is anticipated that funding for Phase 2 will come from Parks Capital Maintenance appropriations, Parks impact fees, tourist development tax proceeds and sales surtax proceeds. Actual funding availability will be evaluated as future budgets are developed. GROWTH MANAGEMENT IMPACT: East Naples Community Park is a community park that is part of the community park level of service in the AUIR. Additional community park acreage from Phase 2 will increase the level of service and is consistent with the AUIR’s 5-year plan. LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no legal issues, and requires majority support for approval. -JAK RECOMMENDATION: To approve the East Naples Community Park master plan and direct staff to begin work towards Phases 1 and Phase 2 of the project.
