EXECUTIVE SUMMARY
Recommendation to award the Invitation to Bid (ITB) # 09.5311 to Pepsi Cola Bottling
Company of Naples, Florida for Beverage Products, Equipment and Service.
OBJECTIVE: To obtain approval from the Board of County Commissioners to supply
beverage products, equipment and services for Parks and Recreation concession stands
for sale to the public.
CONSIDERATION: Collier County Parks and Recreation has been selling beverages to
the public for approximately 4 years at the North Collier Regional Park. The annual
estimated expense is $40,000. This ITB will allow the Parks and Recreation department to
standardize on beverage products at NCRP, as well as other Park and marina locations
and vending machines.
An ITB was identified as the solicitation method as the County had historical product and
price data; price was used as the criteria for the award. The ITB was publicly posted on
September 17, 2009, and closed on October 15, 2009. Seventy (70) email notices were
sent to prospective vendors; 17 vendors requested a copy of the solicitation package; two
companies submitted a response and two companies submitted a "no bid" response.
- Purchase orders will be issued to the vendor throughout the term of this contract for the
purchase of beverage product, equipment and supplies.
GROWTH MANAGEMENT: There is no growth management impact from this
recommendation.
FISCAL IMPACT: Expenditure for 2008-09 year was $36,000 (minus $5,000 in rebates).
Estimated gross revenue associated with that expenditure is $89,000. Associated
e~penditures and revenues are budgeted within the North Collier Regional Park fund center
within the Parks and Recreation budget for FY 10.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action. - CMG
RECOMMENDATIONS: That the Board of County Commissioners awards the Invitation to
Bid # 09-5311 for Beverage Products, Equipment and Service to Pepsi Cola Bottling
Company of Naples as recommended, and authorizes the Chairman to execute the
standard agreements after County Attorney approval on behalf of the Board.
