Appointment of member(s) to the Horiluu Si.Ui.:.-..d ~igilt Committee
OBJECTIVE: To appoint 1 member to fulfill tbe remainder of a vacant term, expiring on April
28,2012, to the Horizon Study Oversight Committee
CONSIDERATIONS: The Horizon Study Oversight Committee was created on February 24,
2009 by Resolution No. 09-38. This 3 member] alternate member will represent the citizens,
business owners and property owners within the Study area. The committee will further the
goals of the East of CR951 lnfi-astructure and Services Horizon Study by providing for the
prioritizing of position points established within the study; ensure the position points and areas of
concern expressed by the public are acted upon by general purpose County government in a
logical and timely manner; monitor the annual updating of the Collier Inter-Active Growth
Model; and, make recommendation upon the appropriate and beneficial utilization ofthe Growth
Model as a supplemental planning tool, as well as identify areas for the potential additional areas
of application. Tenns are 3 years. A list of the current membership is included in the backup.
Mr. Nicholas Pierre Hemes (Alternate) resigned on August 13,2009. A press release was issued

Vacancy for the Horizon Study Oversight Committee
On February 24, 2009 by Resolution No. 09-38 the Board of County Commissioners
authorized the creation of The Horizon Study Oversight Committee. This 3 member and 1
alternate member committee was established to further the goals of the East of CR951
Infrastructure and Services Horizon Study by providing for the prioritizing of position points
established within the study; ensure the position points and areas of concern expressed by the
public are acted upon by general purpose County government in a logical and timely manner;
monitor the annual updating of the Collier Inter-Active Growth Model; and, make
recommendations on the appropriate and beneficial utilization of the Growth Model as a
supplemental planning tool, as well as identifY areas for the potential additional areas of
application.
Membership of the Committee, per Resolution No. 09-38, shall represent the citizens,
business owners and property owners within the Study area. The Board appointed three full
time members and an alternative member at their May 12, 2009 Public Hearing.
Subsequently, the alternative member has resigned from the Committee creating the vacancy.
Staff does not make recommendations for the Board to consider in filling the positions on an
advisory board, but rather evaluates each applicant to their eligibility. Each of the two
applicants live within the Study area, the stated qualification for membership on the
Committee, with Ms. Fellows a nine year resident and Mr. Teaters a fifteen year plus resident.
Additionally, each applicant is active within the community with Ms. Fellows an active
member of the Golden Gate Estates Area Civic Association and Mr. Teaters the president of
the Golden Gate Estates Area Civic Association. Based upon these facts each applicant meets
the.qualifications to serve on the Oversight Committee
