OBJECTIVE: To confirm 1 appoinirlll:nL ]f.;I,,:ommt:mled by the City of Naples to serve a 3 year
term expiring on October 20, 2012 to the Contractors' Licensing Board.
CONSIDERATIONS: The Contractors Licensing Board has 2 vacancies representing the
City of Naples. This 9 member board detel111ines the qualifications of applicants for the vaIious
categories of the Contractors' Certificates of Competency. They also hold hearings to detennine
if the holder of a certificate of competency of any contractor, master or journeyman should be
disciplined. A minimum 3 members shall be in the category of "Consumer". The consumer
representatives may be any resident of the local jurisdiction that is not, and has never been, a
member or practitioner of any profession regulated by the Contractors' Licensing Board or any
profession closely related to any such profession regulated by the Contractors' Licensing Board.
Ordinance 2006-46, Part Three, 3.1.1. states that "A minimum of two (2) of these members shall
reside within corporate city limits or shall be recommended to the Board of County
Commissioners by the City Coullcil." Members are required 10 file a Fonn 1 Statement of
Financial Interests each year with the Supervisor of Elections. Terms are 3 years. A list of the

The city of Naples conducted a recruitment and interview process to asceriain qualified
candidates. They are recommending that PatJick White a resident of the City of Naples be
appointed to a 3 year tenn.

RESOLUTION 09-12547
A RESOLUTION RECOMMENDING ONE CITY RESIDENT FOR APPOINTMENT TO THE COLLIER
COUNTY CONTRACTORS LICENSING BOARD FOR A THREE-YEAR TERM IN THE CATEGORY OF
CONSUMER; DIRECTING THE CITY CLERK TO PROVIDE SAID REC~NDATION TO THE
COLLIER COUNTY COtoMISSION FOR APPOINTMENT; AND PROVIDING AN EFFECTIVE DATE.

via interlocal agreement, contractor licensing services are
provided to the City of Naples by Collier County through its
Contractors Licensing Board; and
Collier County has offered the City of Naples the opportunity to
recommend City residents to fill the positions of specialty
contractor and consumer on said board; and
pursuant to Section 2-402 of the Code of Ordinances, the City of
Naples has conducted a recruitment and interview process to
ascertain qualified candidates;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NAPLES, FLORIDA:

recommended by the Naples City Council for appointment to the
Collier County Contractors Licensing Board in the consumer
category for a three-year term commencing October 21, 2009, and

This 9 member board was created by Ord. No. 78-2, 85-42, 90-105, 92-61 to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold heaii,l~;:o LO deterrnine if a 0t::rtificate of (,;ompetency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council.- FI Stat, Sec 489.131, sub 10 states that 3 members must be consumer representatives.
This 9 member board determines the qualifications of applicants for the various categories of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be disciplined.
Members of the CLB who are not consumer representative members should be either a licensed
architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a
licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a
licensed residential, or a licensed building contractor. A minimum 3 members shall be in the
category of "Consumer". The consumer representatives may be any resident of the local
jurisdiction that is not, and has never been, a member or practitioner of a profession regulated by
the board or a member of any closely related profession. Members are required to file a Form 1
Statement of Financial Interests each year with the Supervisor of Elections. Terms are 3 years.
These categories are merely directory and failure to have a member of each of the trades is not
grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi Judicial Board.
