(PBS &J) under contract #06 -3969 Fixed Term Professional Engineering Services utilizing the Best Value Offer process (BVO #06- 3969 -9) for design and permitting of the Lely Area Stormwater Improvement Project (LASIP) Naples Manor Ditch and US 41 Ditch Design (Project No. 51101). OBJECTIVE: To approve a work order to assist the Transportation Services Division, Stormwater Management Section in the design and permitting of the LASIP Naples Manor Ditch and US 41 Ditch Design. The need for these services is described in greater detail on the attached Professional Engineering Services for LASIP Naples Manor Ditch and US 41 Ditch Design - Scope of Work. CONSIDERATION: The purpose of the LASIP project is to provide a comprehensive stormwater outfall system for the area of East Naples, which has experienced an increasing level of drainage related problems as growth has continued in the area. The drainage area of LASIP consists of about 11,135 acres and consists of two sub - basins known as the Lely Canal Basin system and the Lely Manor Basin system. The Lely Canal Basin discharges into an estuarine coastal zone along the intercoastal waterway near Dollar Bay. The Lely Manor Canal discharges into an estuarine coastal zone near the headwaters of Sandhill Bay and eventually into Rookery Bay. The Naples Manor Ditch and US 41 Ditch Design is the next phase of LASIP to be designed in the scheduled Stormwater LASIP program. Pursuant to the contract, a summary of work was provided to all qualified firms under the fixed term professional engineering services contract. Four proposals were received and ranked by an informal selection committee on September 10, 2009, under the Best Value Offer process. Many portions including the larger, downstream outfall canals have been successfully constructed. The Environmental Resource Permit to construct LASIP, which was issued jointly by the US Army Corps of Engineers and the South Florida Water Management District, will expire on July 25, 2015. If the entire LASIP project is not completed by that date, modified permit requirements, if allowed, could require additional costs, mitigation, and delays. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient for Board action —SRT. GROWTH MANAGEMENT IMPACT: The LASIP Naples Manor Ditch and US 41 Ditch Design project is in accordance with the goals and objectives of the Drainage Sub - element of the Growth Management Plan for Collier County Stormwater Management. SCOPE OF WORK Task 1— Surveying (PSM Document Preparation) Task 1.1 — Legal Description and Sketches CONSULTANT shall prepare legal descriptions and sketches needed for the expanded drainage easements. It is estimated that there are 43 parcels impacted at this time. The sketches will be prepared in accordance with Ch. 61 G -17 F.A.C., and Collier County Right - . of Way Department Standards. Task 2 — Surveyine/Field Crew Work/Geotech/Subsurface Utility Exploration Task 2.1 — Survey/Field Crew Work Task 2. 1.1 — Control/Baseline Establish horizontal and vertical control through the project limits. This shall be inclusive of two (2) project survey baselines, stationed at 100 foot intervals. The horizontal datum shall be NAD 83, the vertical datum shall be NAVD 88. Task 2.1.2 — Basemap Preparation CONSULTANT shall prepare a project basemap that will be inclusive of the underlying plats, rights of way, existing lot lines, existing utilities, existing drainage easements, existing utility easements and survey benchmarks. CONSULTANT shall research parcel records from the Collier County Property Appraisers website, and plot the existing lot configurations. The folio number, owner information and recording information will be shown on each parcel. Naples Manor Ditch and US 41 Ditch Design ► y 1• , Contract 06- 3969 -9 Agenda Item No. 16B7 October 27, 2009 Page 9 of 16 SCOPE -OF -WORK Task 2.1.3 — Property Corner Recovery In order to produce the easements necessary, and in order to verify property data, establish rights of way, the CONSULTANT shall recover and locate as many existing property corners as possible. The majority of those will be along the road right of way due to the existing canals in the rear of the lots. The CONSULTANT shall look for, and try to recover monumentation that may exist in the rear, possibly set on an offset to the platted rear lot line. Task 2.1.4 — Topography The CONSULTANT shall perform cross sections along the US 41 baseline, approximately 5850 linear feet, every 100 feet, and extending 30 feet beyond the top of bank on each side of the existing ditch. The CONSULTANT shall perform cross sections along the Naples Manor Canal baseline, approximately 2600 linear feet, (generally located between McCarty and Warren Streets) every 100 feet, and extending 30 feet beyond the top of bank on each side of the existing canal. Both baselines will be extended 100 feet in both directions, and cross sections performed. Additional information will be needed to illustrate irregularities in the canals, road way intersections, drive aprons, existing culverts, visible above ground appurtenances associated with existing utilities, and will be considered supplemental to the 100 foot cross sections. Task 2.1.5 — Deliverables CONSULTANT shall prepare a three dimensional CADD file, inclusive of a digital terrain model, of the topographic survey. Included in this file shall be the overall basemap, including the property ownership data. CONSULTANT shall provide a Surveyors Report, signed and sealed by a licensed Florida Land Surveyor, and in accordance with Ch. 61 G -17, F.A.C. Task 2.2 — Geotechnical CONSULTANT will setup, perform, and provide reports on five (5) soil borings in the US41 -Ditch work zone at the box - culvert locations, and three (3) soil borings in the Naples Manor Ditch work zone. Environmental Classifications will be accomplished to determine the appropriate classification of concrete to use. This information will establish the geotechnical data upon which to base the design. Naples Manor Ditch and US 41 Ditch Design PW Agenda Item No. 16137 October 27, 2009 Page 10 of 16 Contract 06- 3969 -9 SCOPE -OF -WORK Task 2.3 — Subsurface Utility Exploration (SUE) CONSULTANT shall locate and map the known utilities at the S intersections of US 41, and the platted streets, along with the four roadway crossings and the Naples Manor Canal. Due to the difficulty associated with vacuum excavation in limits of project the CONSULTANT will complete SUE utilizing Ground Penetrating Radar, with approximate depths. For any identified conflicts from the design, and data provided from utilities and Ground Penetrating Radar the CONSULTANT will complete up to four (4) vacuum excavations. If any additional conflict locations are identified, prior to the commencement of such additional work, CONSULTANT shall coordinate with the owner and establish an agreement for the appropriate level of compensation. Task 3 — DesiBnfUtility Coordination/Structures CONSULTANT will provide the following professional services for preparation of 30 %, 60 %, and final construction design plans to the County, based on the conceptual design plans, prepared by Agnoli, Barber, and Brundage, provided by the County. Task 3.1 — Drainage Design CONSULTANT will complete the design of the drainage improvements, including LASIP Section 17 travelway for access and maintenance, for the following locations: • LASIP Section 17 — The existing ditch located in the Naples Manor Subdivision between Warren Street and McCarty Street, from US41 to north of Carolina Avenue. • LASIP Section 18 — The existing ditch along the north side of US41 that currently conveys stormwater out of Naples Manor in a southeasterly direction towards the Naples Manor Outfall ditches located south of US41 and parallel to Myrtle Lane in Myrtle Cove Acres. During the design process, the CONSULTANT will recreate this project's portion of the conceptually permitted SWMM model to verify the results of the conceptual permit and to optimize the proposed design. Based on the results of the analysis and the width of the final ditch cross sections the CONSULTANT will identify and provide details of all necessary temporary and permanent easements. Naples Manor Ditch and US 41 Ditch Design KI i- Contract 06- 3969 -9 Agenda Item No. 16137 October 27, 2009 Page 11 of 16 SCOPE -OF -WORK The CONSULTANT will coordinate with FDOT during the design process to accommodate and attempt to reduce impacts to the existing mast arm in the northwest corner of Broward and US41. CONSUTLANT will prepare construction recommendations for the contractor to maintain signal operations during construction and mast arm integrity after construction. If and signal design or modification are determined necessary the CONSULTANT will provide recommendations and coordinate with COUNTY on fee for those services. During the design of LASIP Section 17 the CONSULTANT will coordinate with the Hydro Conduit Stormceptor representatives to develop the structural details for the required water quality improvement along the Naples Manor ditch. Task 3.2 — Utility Coordination CONSULTANT will identify within the final contract plans the existing utilities based on available information provided by existing utilities within the project limits. CONSULTANT will resolve any conflicts with the proposed stormwater facilities and existing utilities through relocation of the proposed stormwater facilities or providing relocation recommendations to the affected utility owners. CONSULTANT will also begin utility coordination with all existing utilities upon completion of 30% plans. Upon completion of the 30% plans, the CONSULTANT will schedule and hold one (1) utility kickoff meeting with all known utility owners and will continue to coordinate with utility owners throughout the design process. The CONSULTANT will obtain in writing from the identified utilities, either utility relocation schedules or No Conflict Letters for the project limits. CONSULTANT will not be responsible for the design of any relocation plans for any of the utilities within the project limits. Task 3.3 — Box Culvert Design CONSULTANT will provide the structural details for six (6) concrete box culvert locations listed below: • Broward Street at US 41 • Martin Street at US41 • Entrance Street at US 41 • Johns Street at US41 Naples Manor Ditch and US 41 Ditch Design 4 Contract 06- 3969 -9 • Confederate Drive at US41 • Northside of US 41 Parallel to roadway Agenda Item No. 1687 October 27, 2009 Page 12 of 16 SCOPE -OF -WORK The box culvert designs will be prepared according to FDOT Design Standards. Box culvert data sheets will be included in the plans according to FDOT standards. Task 3.4 — Constructability Review CONSULTANT will complete a constructability review of plans prior to completion of the final signed and sealed contract documents. The constructability review will be completed by construction staff not involved in the design process to identify any potential construction conflicts. Task 3.4 — Deliverables Plans will be prepared as follows: • Utilizing current design standards and specifications set by the Florida Department of Transportation (FDOT), to the greatest extent possible • Required plan production software is Autodesk AutoCAD /Civil 3D, following the NCS "CAD Standards ". • On plans, identify all needed parcels for permanent as well as temporary easements, providing, "Sketches and Legals" At the 30 %, 60 %, and the CONSULTANT will provide the following: • Ten (10) Complete Sets of Contract Plans • Ten (10) Design Documentation Reports • Ten (10) Engineer's Opinion of Probable Cost • One (1) CD containing all current electronic project files per Collier County Transportation Services Division Standards For Final Construction/Bidding Documents the CONSULTANT will provide • Two (2) Signed and Sealed Sets of Plans • One (1) Final Design Documentation Report, including the approved SFWMD Permit Modification. • One (1) CD containing all final and complete project files per Collier County Transportation Services Division Standards. • One (1) Quantity Takeoff/Bid Schedule Document in Excel Format Naples Manor Ditch and US 41 Ditch Design 5 PW Agenda Item No. 1667 October 27, 2009 Page 13 of 16 Contract 06- 3969 -9 SCOPE -OF -WORK • One (1) Final Engineer's Opinion of Probable Cost Task 4 — Permitting Task 4.1 — Wetland/Other Surface Water (OSW) Delineation CONSULTANT will perform field reviews to delineate the boundaries of other surface waters (OSWs). They will also verify that there are no wetlands within the project limits, as shown in the conceptual permit. Task 4.2 — Threatened & Endan Bred Species CONSULTANT will perform field reviews to determine the potential for the existence of threatened and endangered species habitats within the project limits. Notes will be developed for the plans that will direct the Contractor on how to handle encountering any of these species. Task 4.3 — South Florida Water Management District SFWMD Environmental Resource Permit (ERP) CONSULTANT will complete the permit application to modify the South Florida Water Management District ( SFWMD) conceptual permit ( #1 1- 01140 -S) for Segments 17 and 18 of the Lely Area Stormwater Improvement Project (LAS1P). CONSULTANT will perform the following tasks, which are anticipated to be necessary to obtain the permit modification: • Schedule and hold a pre - application meeting with SFWMD staff to describe the proposed project and how it ties into the conceptual permit. CONSULTANT will develop the necessary exhibits for this meeting. • Complete application forms. • Recreate the applicable portion of the conceptually permitted SWMM model and develop figures to explain how the design shown in the contract plans meet or exceed the permit requirements. • Develop a technical drainage report describing the proposed design. Task 4.4 — Florida Department of Environmental Protection (FDEP) If necessary, the CONSULTANT shall prepare and submit the FDEP wastewater permit. Task 4.5 — Florida Department of Transportation (FDOT) Drainage. Connection Permit Naples Manor Ditch and US 41 Ditch Design 6 pw Agenda Item No. 16137 October 27, 2009 Page 14 of 16 Contract 06- 3969 -9 SCOPE -OF -WORK CONSULTANT will complete the permit application for a drainage connection permit for the proposed ditch work on US 41. CONSULTANT will perform the following tasks, which are anticipated to be necessary to obtain the drainage connection permit: • Schedule and hold a pre - application meeting with FDOT staff as well as Collier County operations staff (Collier County handles operations and maintenance of state roads in Collier County for the FDOT) to describe the proposed project. CONSULTANT will develop the necessary exhibits for this meeting. • Complete application forms • Conduct a Rule 14 -86 Critical Duration analysis with the SWMM model to demonstrate to the FDOT that the post - development discharge rates that leave the proposed project are not greater than the pre- development rates for the 2 -year, 5 -year, 10 -year, 25 -year, 50 -year, and 100 -year storm frequencies. • Develop a technical drainage report describing the proposed design and the Critical Duration analysis. Task 4.6 — Florida Department of Transportation (FDOT) Right of way Use Permit CONSULTANT will coordinate with FDOT and complete and submit the permit application for a Right -of -way Use permit for the proposed ditch work on US 41. Task 4.7 — Dewatering Permit CONSULTANT will coordinate with the County to complete application for securing a dewatering permit for this project. If the County determines that they would prefer the contractor obtain the dewatering permit, the CONSULTANT will add the necessary notes to the plans that will prevent the need for Collier County to obtain the dewatering permit. These notes will require the Contractor to obtain any dewatering permits. Task 4.8 — United States Army Corps of En!ineers ( USACOE) permit CONSULTANT will meet the conformance requirements of the approved drawings of the SFWMD and USACOE construction permit ( #SAJ- 2002 -2436 (IP -JMD). The CONSULTANT in addition to the meeting the above stated conformance requirements will also include providing the Contractor with educational materials (in the form of notes in the plans) informing them of the measures that should be taken to protect any threatened or endangered species encountered on the project site. Naples Manor Ditch and US 41 Ditch Design 7 �� it Agenda Item No. 1687 October 27, 2009 Page 15 of 16 Contract 06- 3969 -9 SCOPE -OF -WORK Task 5 — Bidding Assistance CONSULTANT will during the bidding phase of the project provide the following services: • Compile and organize all electronic files and hard copies of all necessary documents for the construction bid package. • Attend pre -bid meeting. • Respond to contractors' bid questions. • Prepare any necessary addendums to the bid documents. • Review bids and provide an award recommendation to the County project manager. Task 6 — Construction Assistance CONSULTANT will during the construction phase of the project provide the following services: • Provide engineering and design clarification /advice to contractor Requests for Additional Information (RAI's) • Provide Shop Drawing reviews and approvals services • Complete and provide any plan revisions necessary during construction due to changes in field conditions and/or direction from the County. Task 7 — Meeting Attendance and Preparation CONSULTANT will conduct a kick -off meeting and monthly progress meetings with the County Project Manager and any additional stakeholders. CONSULTANT will prepare for and assist the County with up to three (3) public information meetings. CONSULTANT will also attend 30% and 60% design progress meeting with county staff and reviewers to discuss comments provided during the review of the submitted plans. SCHEDULE The above scope is based on the requirements outlined by the County. Per the County's anticipated 10 month schedule, and based on Notice to Proceed in October 2009 the CONSULTANT has prepared a design schedule to complete design plans by July 2010. It is assumed that construction will not begin until January 2012 with a construction completion date of June 2012.
