Your petition to the Board of County Commissioners will be limited to ten minutes. Please be advised that the Board will take no action on your petition at this meeting. However, your petition may be placed on a future agenda for consideration at the Board's discretion. If the subject matter is currently under litigation or is an on-going Code Enforcement case, the Board will hear the item but will not discuss the item after it has been presented. We, the undersigned, believe it is a worthy cause for consideration for several reasons-, I . Dogs in this fair city constitute a sizeable consumer group, when one includes their food, health, grooming and veterinary services. 2. Dogs who are accredited perform community service with their owners on a voluntary basis. This includes work in search and rescue, therapy dog visits to schools, libraries, hospitals, nursing homes and hospice, and last but not least, service dogs for the blind and disabled. 3. As household pets, dogs provide unconditional love and companionship for their owners and families as well security and watchdog functions. 4. The closest doggie beach to the Naples area is in Lee County out Bonita Beach Road to Lovers Key. A doggie beach would be 50 -100 yards of designated beach where they can run free, fetch in the water, swim, exercise and cool off. Owners pick up after them They are no more a hazard to wildlife than human bathers, boaters and fisherman. And the topography and habitat of a designated doggie Beach is undisturbed. 5. An authorized doggie beach is a tourist attraction to many families and animal lovers planning a vacation in our area. AT...(address, phone or email) Agenda Item No. fiB October 27, 2009 Page 4 of 10 CANINE BEACH IN NAPLES Petition : A petition for a canine beach in Naples signed by registered Naples voters is hereby submitted to indicate public support in favor of this proposal. Definition of_a Canine Beach: As used in this proposal' a canine beach is 50 -100 yards of designated beach where dogs accompanied by owners can be OFF LEASH to run free, swim, fetch in the water, exercise vigorously and cool off. Request: We are requesting an amendment to the ordinance prohibiting dogs on the beach to allow under specified parameters dogs OFF LEASH on specified public beaches. The parameters are as follows. Dogs only allowed from dawn to 8 AM. and/or 6:00 -8:00 PM. Dogs must be duly licensed, neutered, vaccinated and Canine Good Citizen certified. The AKC's Canine Good Citizen certificate is recognized nationwide and is offered by our local Humane Society and local AKC evaluators.The preamble to this certification requires signature of the owner agreeing to take care of their dog's health needs, safety, exercise, training and quality of life. Owners also agree to show responsibility by doing things such as cleaning up after their dogs in public places and never letting dogs infringe on the rights of others. Details of the ten test items and process of training and evaluation are included on a separate enclosure. The specified -- beach is yet to be determined. Possible locations are Delnor Wiggins State Park, Lowdermilk Park, Clam Pass Beach Park. Another possible site with natural boundaries might be the pull -off on the right on 951 at approach to Marco Island Bridge. As our personal and informal trainers, many dogs are our motivators for exercising regularly and enjoying ensuing health benefits. This bond and the dog walks many times are confined to city streets and a few parks. Beach visits are curtailed because of legal restraints even though dogs and the owners love the beaches and owners help support them with taxes. AND MAYBE A SPECIAL TREAT? Monitoring and Enforcement A Canine Good Citizen Certification card will be required for entrance to the beach. This will be monitored by a volunteer Beach Canine Corps. Volunteers have proven reliable in therapy dog programs th*1.3 the - n,-in", Its-ems reasonable to hope that the same dedication and performance would occur with the the Beach Canine Corps. Violators would be subject to fines and prosecution as with any already existing city, county and state laws. Thanks? I agree to mainta in my dog's health, safety, and quality of life. By participating In the Canine Good Citizen test, l agree: I will be responsible for my dog's health needs. These include: • routine veterinary care including check -ups and vaccines • adequate nutrition through proper diet, clean water at all times • daily exercise and regular bathing and grooming. I will be responsible for my dog's safety. i • I will properly controlmy dog by providing fencing where appropriate, not letting my dog run loose, and using a leash in public. • I will ensure that my dog has some form of identification (which may include collar tags, tattoos, or microchip ID). I will not allow my dog to infringe on the rights of others. �J • I will not allow my dog to run loose in the neighborhood. • I will not allow my dog to be a nuisance to others by barking while in the yard, in a hotel room, etc.. • I will pick up and properly dispose of my dog's waste in all public areas such as on the grounds of hotels, on sidewalks, parks, etc. • I will pick up and properly dispose of my dog's waste in wilderness areas, on hiking trails, campgrounds and in off -leash parks. I will be responsible for my dog's quality of life. I understand that basic training is beneficial to all dogs. • I will give my dog attention and playtime. Appearance and grooming ❑ Evaluator inspects dog, combs or brushes lightly, examines ears & each front foot. 4. Out for a walk L) Handier takes dog for a short walk including right turn, left turn, about turn, and stop. 5. Walking through a crowd � L) Dog and handler walk close to several people; dog may show casual interest but not jump up. 6. Sit and down on command/Staying in place L] Handier shows dog can do sit and down, then chooses a position, leaves dog and goes to the end of a 20ft. line and returns immediately. 7.
