EXECUTIVE SUMMARY
Recommendation to award Bid #09-5260, "Janitorial Services" to ABM Janitorial
Services-Southeast, LLC in the amount of $1,383,053.94 to provide janitorial
services to County-owned and operated facilities.
OBJECTIVE: To obtain approval from the Board of County Commissioners to award Bid # 09-
5260 "Janitorial Services" to ABM Janitorial Services-Southeast, LLC to provide janitorial
services to County-owned and operated facilities.
CONSIDERATIONS: The Department of Facilities Management provides janitorial services
through an outside vendor to approximately 120 County-owned and leased buildings totaling
1,900,000 square feet. The janitorial contractor is resp_onsible for furnishing all necessary
labor, tools, equipment, supplies, and any other necessary accessories and services to
perform the janitorial services specified in the Contract. These services include dusting,
vacuuming, window cleaning, carpet cleaning, trash and recyclable material removal from
offices. In addition, the janitorial service company plays an important role in insuring that office
spaces are free of dust and debris that may affect indoor air quality. Selection of a janitorial
contractor is a very critical part of maintaining a safe and clean workplace environment. It is
important to obtain these services in an affordable and cost-effective manner.

The Purchasing Department issued a Bid soliciting proposals for janitorial services on August
13,2009. Notices were distributed to 123 firms with 64 packages downloaded. On September
10, 2009, five compliant and responsive bids were received from six firms.
The award is based on a base bid for all buildings and parking garages. A bid tabulation sheet
is attached for review.
Staff recommends award to the lowest responsive bidder, ABM Janitorial Services-Southeast,
LLC.
FISCAL IMPACT: The annual amount of the contract is estimated to be approximately
$1,383,053.94. Funds are budgeted in the Department of Facilities Management Operating
Budget 001-122240.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient-SRT.
RECOMMENDATION: That the Board of County Commissioners awards Bid #09-5260,
"Janitorial Services" to ABM Janitorial Services-Southeast, LLC and authorizes the Chairman
to execute the standard contract after review by County Attorney.
