Agenda 09/29/2009 Item #16J 1 Executive Summary Agenda Item No. 16J 1 September 29,2009 Pali 1 of 3 RECOMMEND THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE T E USE OF CONFISCATED TRUST FUNDS FOR IMPROVING CONDITIONS CONDUCIVE TO YOUTH RELATED PROGRAMS HELD AT COLLIER COUNTY JUNIOR DEPUTIES LEAGUE'S CAMP DISCOVERY. OBJECTIVE: To seek appropriation from the Confiscated Trust Fund of $24,000.00 for improving conditions conducive to youth related programs held at Collier County Junior Deputies League's Camp Discovery. CONSIDERATION: The Collier County Junior Deputies League, Inc. by virtue of Section 932.7055 (5) (c) I Florida Statutes is seeking Board authorization for the appropriation of funds for added electrical power at their Camp Discovery location to improve conditions at the Camp and extend programs into the evening hours. The Collier County Junior Deputies League, Inc. has applied to the Sheriff for appropriation. The Sheriff's Office requests Board approval to appropriate $24,000.00 to support the Collier County Junior Deputies League's program in Collier County. The mission of the Collier County Junior Deputies League is to provide programs and support, in cooperation with the Collier County Sherit1's Office, to the youth of Collier COWIty in order for them to conununicate with, obtain the support and protection of, and receive guidance from local law enforcement so they will be better prepared to become responsible and law abiding citizens. Some of the purposes of the Collier County Junior Deputies League are to: a. Provide awareness in the many aspects of law enforcement. b. Teach drug and alcohol resistance, first aid, firearms safety, and land stewardship (consideration for our land). c. Teach self esteem and honor. Teach respect for parents, teachers, and law enforcement. d. Provide weekend camp outings, fishing, and build teamwork in a fun environment. TIle Collier County Junior Deputies League, Inc., through the Sheriff's Office, requests $24,000.00 from the Confiscated Trust Fund to be used to support their purposes. This support will be used to improve conditions conducive to youth related programs held at Collier County Junior Deputies League's Camp Discovery. FISCAL IMP ACT: A budget amendment is needed to appropriate a remittance to the Collier County Junior Deputies League, Inc. of $24,000.00 and to reduce the Confiscated Trust Fund. GROWTH MANAGEMENT: No recurring costs for subsequent years. RECOMMENDATION: That the Board of County Commissioners approves the budget amendment for the use of funds for improving conditions at Collier County JWllor Deputies League's Camp Discovery. This cost estimate is twelve (12) months old so there could be a minor increase in price. The Collier County Junior Deputies League, Inc is Former SherllfDoug Hendry requesting from the Collier County Sheriffs Office consideration for this amount to be funded by the Confiscated Trust Fund (CTF). It is my understanding that fifteen percent (15%) of the total WlUIam G. Pee., M.D. amount of the CTF could be used for youth prevention programs such as this one. Due to the economic conditions and the significant downturn in private and community contributions, the Jack PrIc8 importance for having this funding is paramount in bringing this much needed electrical service to Camp Discovery.
