EXECUTIVE SUMMARY
Recommendation to award the Request for Quote (RFQ) # 09-5315 to Aylesworth's
Fish and Bait, Inc. for delivery of frozen bait for Collier County Marinas.
OBJECTIVE: To obtain approval from the Board of County Commissioners to supply
a vendor who will deliver various frozen fish bait for sale to the public at the various Collier
County marinas.
CONSIDERATIONS: Collier County Parks and Recreation has been selling frozen
fish bait to the public at the following marinas: Port of the Islands, Caxambas Park,
Cocohatchee River Park, and soon at Goodland Boat Park marina. The annual estimatecL_
expenses are $80,000, and public revenue from the sale of frozen fish bait will off-set
those costs.
A RFQ was identified as the solicitation method as the type of frozen bait is relatively
consistent, and price could be used as the criteria for the award. The RFQ was publicly
posted on August 20, 2009, and closed on September 3, 2009. Ninety Five (95) email
notices were sent to prospective vendors; thirty three (33) vendors requested a copy of the
solicitation package; one company submitted a response to all categories of frozen fish
bait and one company submitted a no bid response. Competition is extremely limited in
this particularly industry, however, given that more than thirty companies inquired about
this solicitation, staff recommends awarding this RFQ to Aylesworth's Fish and Bait, Inc.
GROWTH MANAGEMENT: There is no growth management impact from this
recommendation.
FISCAL IMPACT: Parks and Recreation Marinas have budgeted approximately $80,000
for these products in FY 2010 budget; and revenues are budgeted to offset the cost of this
purchase
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. CMG
RECOMMENDATIONS: That the Board of County Commissioners awards the Request for
Quote # 09-5315 for Frozen Bait to Aylesworth's Fish and Bait, Inc. to deliver various
frozen bait to Collier County Marinas.
