Agenda 09/29/2009 Item #16C 6 Agenda Item No. 16C6 September 29, 2009 Page 1 of 21 EXECUTIVE SUMMARY Recommendation to approve the annual rate resolution to establish the fees, rates, and charges for the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling center fees, residential multi-family and commercial waste collection fees for FYIO. This resolution adopts the rates that fund the FYIO budget for solid waste collection and disposal. OBJECTIVE: That the Board of County Commissioners (Board) approve the millual rate resolution setting landfill tipping fees, recycling center fees, residential multi-family and commercial waste collection fees for FYI O. This resolution adopts the rates that fund the FYI0 budget for solid waste collection and disposal. CONSIDERATIONS: The Public Utilities Division's Solid Waste Management Department's budget is based on user fees for the Collier County Landfill, the Immokalee Transfer Station, and its three recycling centers (Marco Island, Naples, and Carnestown). These fees are critical to sustaining the Boar'd-approved Integrated Solid Waste Management Strategy, which provides directives towards obtaining best value solutions to preserving valuable landfill (disposal) airspace, and the proper disposal of solid waste generated in Collier County. The fees outlined in the rate resolution support the Solid Waste Management Department's FYI0 Budget approved by the Board at the September 24, 2009 budget meeting. These rates rcflect budget guidance and proviqe the appropriate fees necessary to collect, process, recycle, and/or dispose of the wide range of waste generated in the county. Waste collected throughout Collier County includes waste taken to the landfill, transfer site and recycling centers. The materials collected include biomass, construction and demolition materials, tires, electronics, household hazardous waste, cardboard, white goods, and fumiture. The rate resolution provides the COlTect funding to retire costs associated with the demands for solid waste disposal, while planning for the future recycling and solid waste needs of our community. Collection services in Collier County include twice a week trash pickup, once a week recycling pickup, on demand bulky item and electronics pickup, once a week biomass (yard) waste pickup, and recycling services. The residential curbside rates for 2010 are $171.26 for Distdct I (greater Collier County), and $163.18 for District II (Immokalee and North East Collier County), per household, as approved by the Board as Agenda Item 17 C at the September 15, 2009 meeting. There is a decrease of $0.48 to the residential curbside assessment in District I, and an increase of $1.61 to the residential curbside assessment in District II. The decrease in District I is due to the increase in recycling rates throughout Collier County. The increase in District II is the result of the introduction of a single stream recycling program utilizing 64-gallon recycling Calis, which will promote additional airspace savings and potential reductions in disposal costs. Agenda Item No. 16C6 September 29, 2009 Page 2 of 21 FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated annual revenues of $12,410,000 for the Solid Waste Disposal Fund (470). The mandatory trash collection and disposal assessments will provide estimated annual revenues of $17,943,500 for the Mandatory Trash Collection Fund (473) as outlined in the FYI 0 budget. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This is a regular item requiring a majority vote, - JBW GROWTH MANAGEMENT IMP ACT: This rate resolution is in compliance with the Growth Management Plan that provides for increased recycling and reuse of the solid waste stream. Additionally, the Board-approved Integrated Solid Waste Management Strategy provides 32 options, wlfich include increased recycling county-wide to save valuable landfill airspace and further promotes environmental stewardship. Approval of the FYIO fees will ensure compliance with the Solid Waste Management Department's 2009 AUIR requirements, and provide for best value collection and disposal services to Collier County. RECOMMENDATIONS: That the Board of County Commissioners approve the annual rate resolution to establish the fees, rates, and charges for the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling center fees, residential multi-family and commercial waste collection fees for FYlO, and authorize the Chairman to execute the Resolution.
