Agenda 09/29/2009 Item #16C 4 Agenda Item No. 16C4 September 29, 2009 Page 1 of 28 Executive Summary Recommendation that Board of County Commissioners of Collier County, Florida as Ex- officio the Governing Board of the Water-Sewer District Approve a Resolution Approving An Amendment to the Collier County Water-Sewer District's Utilities Standards Manual OBJECTIVE: The public purpose is to provide for a technically viable and current Collier County Water-Sewer District Utilities Standards Manual (Manual) that governs the installation of sustainable and safe utilities infrastructure within the County. CONSIDERATIONS: On May 11,2004, as Item 8 D, the Board of County Commissioners as the Ex Officio Governing Board of the Water-Sewer District (Board) concurrently adopted Collier County Ordinance No. 2004-31, titled the Collier County Utilities Standards and Procedures Ordinance (the "Ordinance"), and the Collier County Water-Sewer District Utilities -- Standards Manual" (Manual), including all of the Manual's exhibits. These documents provide County procedures and guidelines for the design and construction of both County constructed and privately constructed utilities systems in Collier County. The Manual, an integral part of the Ordinance, provides engineering and drawing detail sheets for components of utility systems. Public Utilities staff coordinated witll the development community (engineers and contractors) and County Public Utilities Water and Wastewater operators on the optimal and best value operation and maintenance of utilities infrastructure. These groups, as well as the Public Utilities Planning and Project Management Department and the Community Development and EnvirOlilllental Services Engineering Review Services Department actively participate in monthly utilities discussion group meetings. Over the past year this discussion group has reviewed and approved the Manual revisions. The changes to the Manual as listed in a Table of Revisions that is made part of this Agenda item. If this item is approved, the effective date of the Manual will be October 1,2009. A copy of the 2008 Manual, with the Table of Revisions, is available for viewing with the Board's Minutes and Records Department located at the Collier County Government Center, 3301 E. Tamiami Trail, Building F, Floor 4. FISCAL IMPACT: There is no fiscal impact related to this Executive Summary. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. Section 134- 51 (c) of the Code of Laws and Ordinances allows the Manual to be amended by Resolution. This is a regular item requiring a majority vote. - JBW ,I GROWTH MANAGEMENT IMPACT: The amended Manual is consistent with the 2008 Water and Wastewater Master Plan Updates adopted by the BCC on June 24, 2008.
