Agenda 09/29/2009 Item #16B 4 Agenda Item No. 1684 September 29,2009 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve award of contract #09-5229 (Services for Collier County Signal Retiming Project) to Vanus, Inc. for development of coordinated arterial traffic signal intersection retiming on State Roadways in Collier County. OBJECTIVE: To gain Board approval of Staffs recommended award of contract 09-5229 to Vanus, Inc. to provide coordinated arterial traffic signal intersection retiming of State Roadways located in Collier County. CONSIDERATIONS: On October 28, 2008, the Board of County Commissioners approved Resolution 2008-312, which authorized the chairman to execute a Joint Project Agreement (JPA) - FM 423654-1-38-01 between Collier County and the Florida Department of Transportation for a project to develop coordinated arterial traffic signal intersection retiming in the 2009/1 0 fiscal year. The project will address coordinated signal operation at thirty-three intersections within seven control sections on US 41 and SR 951. The project was initiated on May 08, 2009, when the Purchasing Department publicly requested solicitations for RFP 09-5229, "Consultant Services for Collier County Signal Retiming Project." Inquires were sent to 500 vendors; of that number, 36 vendors requested the full RFP package, and 9 vendors submitted proposals by the opening date of June 01, 2009. A five member RFP selection committee approved by the County Manager reviewed the submissions, and on August 24, 2009, in a public meeting, discussed and ranked the proposals. By consensus the top ranked firm selected was Vanus, Inc. Traffic Operations staff requested that the Purchasing Department pursue a negotiated agreement with Vanus, Inc. The standard form of contract will be used and executed. FISCAL IMPACT: The total proj ect cost has been negotiated at a maximum amount of $269,536.30. FDOT has budgeted $300,000 in its FY 2009/10 (July - June) Work Program for the traffic signal retiming project. A Budget Amendment will be necessary in the County's FY 2009/1 0 (October - September) to recognize the revenue in the amount of $269,536.30 and appropriate in the Transportation Supported Gas Tax Fund 313 project #09-5229. GROWTH MANAGEMENT IMP ACT: None. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is a legally sufficient, regular agenda item only requiring a majority vote for approval-SR T RECOMMENDA TION: That the Board of County Commissioners approve the award of Contract RFP 09-5229 to Vanus, Inc., authorize the Chairman to execute a standard form contract after County Attorney review, and to approve any related budget amendments. Agenda Item No. 1684 September 29, 2009 Page 4 of 5 RESOLUTION NO. 2008- ~ A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS, COLLIER COUNTY, FLORIDA, APPROVING AND AUTHORlZING THE BOARD OF COUNTY COMMISSIONERS TO EXECUTE A JOINT PROJECT AGREEMENT WITH THE STATE OF FLORIDA TO PROVIDE COORDINATED ARTERIAL TRAFFIC SIGNAL TIMING ANALYSIS. WHEREAS, the State of Florida Department of Transportation (FOOD has provided funding for the Joint Project Agreement FM#423654- I -38-0 I for Traffu:. S.ignal Intersection Timing Analysis; and WHEREAS, the Collier County Metropolitan Planning Organization has identified funding in the FOOT's 5-Year Work Program for Fiscal Year 200812009 in the amount of$300,OOOto be used for coordinated arterial traffic signal retiming analysis and implementation; and WHEREAS, the Collier County and FOOT have agreed that this coordinated arterial traffic signal retiming project can best be implemented by Collier County and with reimbursement from FOOT; and WHEREAS, FDOT is willing to enter into a Joint Project Agreement ("Agreement") with CoIlier County wherein Collier County will do the work necessary to complete the traffic signal retiming project, by use of consultants and Collier County Staff, and FOOT will reimburse Collier County up to the sum of $300,000 upon completion of said work. NOW, THEREFORE. BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FWRJDA, THAT: SECTION I: The Board of County Commissioners approve the Agreement and authorize its Chainnan to sign the attached Agreement.
