EXECUTIVE SUMMARY
Recommendation to award Bid #09-5216 "Annual Contract for Painters" and
contracts to Royal Crest Companies, Inc. d/b/a Royal Crest Buildings and Spectrum
Contracting, Inc. for painting services.
OBJECTIVE: To acquire outsourced painting contractor services in a cost-efficient and effective
manner.
CONSIDERATION: The Department of Facilities Management is responsible for the maintenance,
repair, and remodeling throughout the County in various County facilities.
On July 9, 2009, the Purchasing Department sent one hundred and thirteen (113) notices to
businesses for the painting, repair, and remodeling of County buildings. Of those notices sent forty
five (45) were downloaded and twelve (12) bids were received. Three (3) businesses were non-
responsive.
Award is based on obtaining one (1) quote for projects under $50,000, quoting both awardees for
projects over $50,000 with the County reserving the right to bid projects in excess of $50,000.
Quotes may be a lump sum or time and material basis, as outlined within the bid documents
allowing for the most competitive options for the County, throughout the life of the contract. A bid
tabulation sheet is attached for review.
FISCAL IMPACT: Painting services average $80,000 annually, based on approved building
,-. maintenance and capital budgets. Funds are budgeted in FY10 Department of Facilities Operating
Budget 001-122240.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this

LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This item is a regular
item requiring a majority vote only. JBW
RECOMMENDATION: That the Board of Collier County Commissioners approves the award of Bid
#09-5216 "Annual Contract for Painters" to Royal Crest Companies, Inc. d/b/a Royal Crest Builders
and Spectrum Contracting, Inc. for painting services and authorizes the Chairman to execute a
standard contract after approval by the County Attorney.
