Agenda 09/15/2009 Item #16D17 Agenda Item No. 16D17 September 15, 2009 Page 1 of 6 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners approves, and authorizes the Chairman to sign, an Amendment #1 to project number FL 14B70-6001 Continuum of Care (CoC) Supportive Housing Program (SHP) Subrecipient Agreement with the Shelter for Abused Women & Children (SAWCC) for Supportive Services and Operating Costs of the Shelter. OBJECTIVE: For the BCC to amend project number FL 14B70-6001 CoC Subrecipient Agreement with the Shelter for Abused Women & Children in order to revise and add language to the original subrecipient agreement and to shift funding between line items. - CONSIDERATIONS: At the May 27, 2003, BCC meeting, the Board gave approval for Collier County to become the Lead Agency and apply to the Department of Housing and Urban Development (H.U.D.) on behalf of the County's social service agencies for the annual Continuum of Care Homeless Assistance (CoC) grant. On May 22, 2007, the Board approved the submittal of a Continuum of Care (CoC) grant application to HUD for two projects requesting $443.645 for homeless assistance. In early 2008, the County was - notified that the two requests had received funding for a total amount of $217,645. One of the requests funded was for $113,000 for SAWCC. This funding is a pass through the County's Housing and Human Services Department as the CoC Lead Agency. The subrecipient agreements were approved in absentia on August 26. 2008 and later ratified by the BCC on September 9,2008, agenda item 16F2F. The attached amendment extends the ending date of the grant, amends match funding requirements for Supportive Services and Operating Services, and extends the date of SAWCC's Annual Performance Report (APR) due date. SAWCC has requested the ability to add staff within the Supportive Services line item of this grant, and include additional services within the Operating Services line item. The amendment changes will be made retroactively to the start of the contract. FISCAL IMPACT: Collier County has been receiving H.U.D. funding for eligible COC-SHP projects since 2003. Approval of this amendment does not increase the dollar amount of the original agreement. No general funds are being utilized in this initiative. GROWTH MANAGEMENT IMPACT: This amendment to the grant will benefit low income residents in Collier County which is consistent with the goals and objectives of the Housing Element of the County's Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's office and requires majority vote only.
