Agenda 09/15/2009 Item #16D14 Agenda Item No. 16014 September 15, 2009 Page 1 of 2 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners approves the carry-forward of co-payment revenues and authorizes an expanded use of the funding to include rental assistance for those displaced from Chinese Drywall from the collection of co-payments from the Collier County Social Services Program. OBJECTIVE: To obtain approval to carry-forward co-payment revenues and expand the authorized use of the funding from the collection of co-payments from the Social Services Program. CONSIDERATIONS: On June 24, 2008, the Board of County COlmnissioners recognized revenue from the collection of co-payments from the Collier County Social Services Program and authorized the use of the funds for medical, dental care and prescription assistance for low income residents of Collier County who are] 00% or below the Federal Poverty Income Guidelines. For FY 08-09 the Program has collected $22,000 and has not needed to expend these extra funds to date. However, a new issue has arisen regarding Chinese Drywall which is impacting our low income citizens, affordable housing residents and our senior citizens. At least 30 low income residents to date are being forced to relocate due to Chinese Drywall and are unable to pay the higher rent. Housing and Human Services is requesting that the $22,000 be encumbered to carry-forward into _. fiscal year FY 09-10 and the eligible use be expanded to include temporary rental assistance to Collier County residents at 50% Adjusted Median Income or below impacted by Chinese Drywall or those residents who received previous affordable housing assistance from Collier County. The assistance provided will be considered "last resort" and will be the delta between what a renterlhomeowner usually pays and the new rent. The maximum assistance will not exceed $1500 per client and at no time will this assistance supersede the legal responsibility of any developer or property management company. FISCAL IMPACT: Should the Board approve the use of funding as proposed by this action, the Office of Management and Budget will prepare a Resolution fi)f presentation to the Board at the September 24,2009 Budget Hearings amending the FY 20] 0 budget to accommodate this action. GROWTH MANAGEMENT IMPACT: This request is consistent with the goals of the Housing Element of the Collier County Growth Management Plan to assist low income residents with affordable housing opportunities. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. This item requires majority vote only.
