Agenda 09/15/2009 Item #16D 3 Agenda Item No. 1603 September 15, 2009 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to award contracts for RFP 09-5248, "General Contractors for Rehabilitation of Residential Structures for the Neighborhood Stabilization Program", to various firms for activities funded through the U.S. Department of Housing and Urban Development's Neighborhood Stabilization Program. OBJECTIVE: To contract with multiple firms in order to provide residential rehabilitation and renovation services for properties acquired through the Neighborhood Stabilization Program as needed. CONSIDERATIONS: Collier County has been allocated $7,306,755 through the Neighborhood Stabilization Program to assist with the redevelopment of abandoned and foreclosed homes and residential properties. All properties acquired by Collier County will have been vacant at the time of acquisition. As such, it is expected that many of the homes will require rehabilitation and renovation prior to disposition. Accordingly, it made sense on both an economic and time basis to have an annual contract in place to cover these services. Requests for Proposals (RFP) for this project were solicited by the Purchasing Department on April 24, 2009. Notices of the RFP invitation were sent to 750 firms. A total of 197 firms requested the full RFP package, and 54 firms submitted proposals by the deadline of May 15, 2009. The Selection Committee held meetings on July 9, 2009 and July 17, 2009 to rank, review and discuss the proposals received. Two firm's proposals were deemed non- compliant and were therefore eliminated from consideration. By consensus, the Selection Committee wishes to contract with 20 primary firms and 10 alternates from among the responding proposers, in order to have a variety of firms available to provide residential rehabilitation and renovation services. West Florida Construction 10. E.O. Kogh Construction For estimates, all Contractors awarded a primary contract will be quoted. The Owner shall provide a summary of Work to be performed which will afford the Contractors the opportunity to submit a formal quotation for the new work. The Contractors shall respond with the information sought within seven (7) working days. A purchase order will be awarded to the lowest, responsive and responsible quoter. In each Request for Quotation, the Owner reserves the right to specify the period of completion and the collection of liquidated damages in the event of late completion. In the sole discretion of Owner, primary firms' Agreements may be suspended for reasons to include, but not be limited to, the following: a. Failure to respond to three (3) separate requests for quotes b. Submittals to three (3) separate requests for quotes are deemed non- responsive c. Non-performance of or deficient work d. Non-payment of subcontractors The Contractor shall be notified in writing that its Agreement has been suspended for the duration of the contract term and that the contract shall not be renewed. At that time, the next alternate firm, in order of ranking, as shown on Exhibit A attached to the contract, will be advised in writing that they have become a primary firm and will be sent requests for quotes. FISCAL IMPACT: Funds for these services shall come from Neighborhood Stabilization Program grant funds as projects are identified. Approval of this item will have no effect on ad valorem or general fund dollars. GROWTH MANAGEMENT IMPACT: The Neighborhood Stabilization Program will further the goals, objectives and policies of the Growth Management Plan's Housing Element. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. This item requires majority vote only. This item is legally sufficient for Board approval. - CMG RECOMMENDATION: That the Board of County Commissioners award RFP 09-5248, "General Contractors for Rehabilitation of Residential Structures for the NSP Program" to 20 primary and 10 alternate firms, and authorize the Chairman to sign the standard County Attorney approved agreements on behalf of the Board.
