Recommendation to approve an extension of time for staff to review and assess alternative
administration for the Collier County Airport Authority (Authority).
OBJECTIVE: To request a time extension for the final assessment of alternative administration
of the Collier County Airport Authority.
CONSIDERATIONS: On June 23,2009, Agenda Item 14B, the Board directed staff to review
the current administration of the Authority and provide recommendations for the future
administration prior to the approval of the Authority's Executive Director's contract. The Board
indicated that it was concerned with the existing level of activity and effort being placed on the
growth and management of the existing airports and in particular the Immokalee Airport. The
Immokalee Airport has the most potential for future growth in the airport network and the
economic prosperity around Immokalee. Staff has completed the following assessments to date:
. Acquired the Immokalee Airport Master Plan.
· Met with the current Authority Director and the Immokalee CRA Director.
. Met with Naples Municipal Airport Director.
. Attended an Authority Board meeting and explained the County Commissioners'
direction.
Staff has begun the review of the Master Plan and has completed a preliminary assessment of
some of the possible options. There are several items that have yet to be completed in order to
provide a thorough review. Staff is in the process of completing the following items:

· Meeting with the Authority's Business Manager to review the existing business plan and
financial condition.
. Coordination with FOOT for an Emerging Strategic Intermodal System designation and
research availability of alternative funding for the Immokalee Airport.
· Discussions with the Economic Development Council's Blue Ribbon Committee and
interested stakeholders.
. Compilation of findings and final report.
At the June 23rd Commission Board meeting, the Transportation Division was asked to review rhe
existing conditions, coordinate our review with the stakeholders and prepare options for rhe
Board to consider. Staffs final reconm1endation will be completed by the first Board meeting in
November 2009.
FISCAL IMPACT: There is no Fiscal Impact associated with this executive summary.
GROWTH MANAGEMENT IMP ACT: There is no Growth Management impact associated
with this executive summary.
LEGAL CONSIDERATIONS: This is a pure policy decision by the Board; no legal issues are
raised. This is a regular item requiring simple majority vote only. -JAK

RECOMMENDATION: That the Board of Commissioners grants the requested extension of
time and directs staff to submit its report and recommendations regarding potential alternative
administration for the Collier County Airport Authority at the November lO, 2009 Board of
County Commissioners meeting.
