EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve, and authorize the
Chairman to sign a grant agreement from the U.S. Department of Housing and Urban
Development (HUD) accepting a Homelessness Prevention and Rapid Re- Housing Program
(HPRP) grant award in the amount of $888,850, and approve the associated budget
amendment recognizing the funding and appropriating expenditures associated with this
award.
OBJECTIVE: To assist agencies, providing care for the homeless and at risk population,
through the Board of County Commissioners' (BCC) acceptance of a HUD grant agreement for
the Homelessness Prevention and Rapid Re- Housing Program in the amount of $888,850.
CONSIDERATIONS: On April 22, 2008 the Board adopted Resolution No. 2008 -121
approving the submittal of the annual Action Plan to HUD for $3,089,381.00 in federal
entitlement funds for FY 2008 -2009. On February 17, 2009 Congress passed the American
Recovery and Reinvestment Act of 2009 (ARRA) and designated $1.5 billion for communities to
provide financial assistance and services to either prevent individuals and families from
becoming homeless or help those who are experiencing homelessness to be quickly re- housed
and stabilized.
In March 2009, Collier County was notified it would be allotted $888,850 in HPRP funding once
it made a substantial amendment to its FY2008 -2009 Action Plan, submitted it to HUD, and
received HUD approval. HHS prepared the required documentation and the BCC approved the
HPRP amendment submission and the associated budget amendment on May 12, 2009
(Item 16134). HUD has now approved the submission and has issued the corresponding grant
agreement.
Special Considerations Related to the American Recovery and Reinvestment Act of 2009•
Grantees are required to ensure that public funds are expended responsibly and in a transparent
manner to further the job creation, economic recovery, and other purposes of the Recovery Act.
The grant program guidelines and subsequent grant agreement will identify additional
compliance requirements related to the ARRA, however the attached document highlights the
major requirements and how Collier County will maintain compliance.
FISCAL IMPACT: HUD regulations allow 5% of the HPRP funding to be used for
administration. This amount is to be shared by the non - profit. organizations and the County for
grant administration. Total administration funds for the HPRP grant is $44,442 of which Collier
County will retain $22,221. No general funds are involved in the acceptance of the HPRP grant
award.
GROWTH MANAGEMENT IMPACT: Implementation of homelessness assistance grants
will help facilitate efforts to meet the goals, objectives and policies set forth in the Housing
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This agreement has been reviewed and approved by the County
Attorney's Office. This item requires majority vote and is legally sufficient for Board action. -

Since the source of funds for this program is the American Recovery and Reinvestment Act (ARRA),
additional considerations are necessary to ensure the use of funds properly implements the purpose of the

GRANT AGREEMENT
HOMELESSNESS PREVENTION AND RAPID RE- HOUSING PROGRAM
This Grant Agreement is made by and between the U.S. Department of Housing and Urban
Development (HUD) and Collier County for the Homelessness Prevention and Rapid Re-
Housing Program (HPRP) in the amount of $ 888,850 pursuant to the provisions under the
Homelessness Prevention Fund heading _of Division A, Title XII of the American Recovery and
Reinvestment Act of 2009, Public Law 111 -5, 123 Stat. 115 (Feb. 17, 2009) (Recovery Act). The
requirements set forth in the Notice of Allocations, Application Procedures, and Requirements for
Homelessness Prevention and Rapid Re- Housing Program Grantees under the American Recovery
and Reinvestment Act of 2009, dated on March 19, 2009 and as may be amended (the Notice), the
requirements set forth under the Homelessness Prevention Fund heading of Title XII, and sections
1512, 1515, and 1553 of the Recovery Act, and the Grantee's submissions pursuant to the Notice
are incorporated as part of this Agreement.
In reliance upon the Grantee's submissions pursuant to the Notice, HUD agrees, upon
execution of this Grant Agreement, to provide the Grantee with the agreed HPRP grant funds. The
Grantee agrees to distribute and use its HPRP grant funds as specified in the submission to HUD
that HUD approved pursuant to the Notice.
The Grantee is responsible for ensuring that each entity that administers all or a portion of
the Grantee's HPRP grant funds or receives all or a portion of the Grantee's HPRP grant funds to
carry out HPRP activities fully complies with the HPRP requirements.
The period of this Grant Agreement begins on the date the HUD official signs this Grant
Agreement (Availability Date) and ends on the date that is three years after the Availability Date.
The Grantee authorizes HUD to increase the amount of HPRP grant funds available to the
Grantee pursuant to this Grant Agreement by execution of an amendment by HUD, without the
Grantee's execution of the amendment or other consent.

If the Grantee fails to expend 60 percent of the grant within 2 years of the Availability Date
HUD may, by its execution of an amendment, deobligate the funds required to be expended
without the Grantee's execution of the amendment or other consent.
