Agenda 07/28/2009 Item #16C 9Agenda Item No. 16C9 July 28, 2009 Page 1 of 12 EXECUTIVE SUMMARY Recommendation to approve a Certification of Financial Responsibility in the amount of $1,112,400 required by the Department of Environmental Protection for the renewal of the operating permits for the Deep Injection Well Systems at the North and South County Water Reclamation Facilities. OBJECTIVE: To obtain Board of County Commissioners approval, as the Ex- officio governing Board of the Collier County Water -Sewer District ( "District "), of the Certification of Financial Responsibility required by the Florida Department of Environmental Protection (FDEP) for the renewal of operating permits for all deep injection well systems at the North and South County Water Reclamation Facilities per FDEP and permit requirements. CONSIDERATIONS: The purpose of deep injection wells at the water reclamation facilities is to dispose of water not suitable for delivery to the irrigation- quality water system. The FDEP issues permits for this purpose and each is required to be renewed every five years. The permit renewal process requires the owner of the Facility to execute a Certification of Financial Responsibility. The Certification must be approved by the District and executed by its Chairman. This action is consistent with other previous Board decisions to approve similar requests for the deep injection well systems the North and South County Regional Water Treatment Plants, most recently on May 23, 2006, Agenda Item No. 16C2. FISCAL IMPACT: The actual expenditure of funds is not anticipated and would only be required if an injection well was to be abandoned. Funds are maintained in the Reserves for Contingency line item that would cover these costs if needed. Funds are available in County Water /Sewer Fund (408), which is funded through user fees. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This is a regular item requiring a majority vote. — JBW. These permits include the four deep injection wells (IW -1 and IW -2) and the two dual zone monitoring wells (DZMW -1) for both Collier County North and South Water Reclamation Facilities. The four injection wells (IW -1 and IW -2 of each WRF) would be abandoned by first removing the wellheads. The open hole will then be filled with gravel to 10 feet below the base of the injection casings. The injection casings will then be filled with cement to land surface. The dual -zone monitor wells will be abandoned by filling both casings with cement to land surface. Neat Portland cement would be used unless permission is granted by the Florida Department of Environmental Protection (FDEP) to use extenders. The costs associated with implementing the plugging and abandonment plan (plus 20% contingency) for the injection well systems would be approximately $1,112,400 under current market conditions. A current Certification of Financial Responsibility is being prepared and will be submitted under separate cover. The abandonment plans for the injection well systems includes the following five major bid items: Bid Item #1 includes all work associated with mobilization and demobilization of the drilling rig and supporting equipment suitable for the task. This bid item also includes the work required to retrofit the drilling pad with new pad walls to ensure that injected or formation fluids are not accidentally spilled on the ground. It is based upon the well diagrams that you provided and assumes that the 6 -5/8" FRP will be left in place in the dual -zone monitor wells.
