EXECUTIVE SUMMARY
Recommendation to award RFP #09 -5239 "Annual Contract for Landscape Maintenance
Vendors" under Category I: Landscape Maintenance and Irrigation to the following firms:
Hannula Landscaping Inc., Florida Land Maintenance, Vila & Son Landscaping, Corp.,
Bask and Associates and Caribbean Lawn Service; Category II: Mowing and Right-of-
Way Maintenance to the following firms: Hannula Landscaping Inc., Florida Land
Maintenance, Vila & Son and Caribbean Lawn; Category III: Tree Service to the following
firms: Davey Tree Service and Signature Tree Care; and Category IV: Pest Control
Services not to be awarded
OBJECTIVE: To obtain the Board's approval to award RFP 09 -5239, which is intended to
prequalify multiple firms, to provide quotes on fixture Landscape Maintenance, Mowing, and
Tree Services throughout Collier County.
CONSIDERATIONS: On May 19, 2009, six hundred (600) notices of the RFP solicitation
were sent out through e- procurement bidding services. On May 28, 2009, the Purchasing and
Alternative Transportation Modes Departments hosted an Open House. The intent of the Open
House was to introduce new local vendors to Collier County's e- procurement website and
upcoming work that would be solicited under this RFP. Can June 16, 2009, eleven (11) firms
submitted packages (two were deemed non - responsive). The RFP committee met on July 2, 2009
at 10:00 am in the Purchasing Department to rank the responsive firms. There are four categories
for award: Category I: Landscape and Irrigation Maintenance; Category II: Mowing and Right -
of -Way Maintenance; Category III: Tree Service and Category IV: Pest Control Services. The
consensus of the RFP committee was to recommend award to the following firms:
The committee chose not to make an award in Category IV: Pest Control Services since only one
firm submitted a RFP package, the award would not be considered competitive.
FISCAL IMPACT: Funds for these services shall come from each individual department using
previously identified dollars budgeted for the services under each category.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi - judicial and requires no ex pane disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action. —SRT
GROWTH MANAGEMENT IMPACT: While this has no direct impact on the Growth
Management Plan, it is consistent with the goals of the County to streamline and expedite the
procurement of services.
RECOMMENDATION: To award RFP #09 -5239, "Annual Contract for Landscape
Maintenance Vendors" Category I: Landscape and Irrigation Maintenance to Hannula
Landscaping Inc., Florida Land Maintenance, Vila & Son, Busk and Associates, and Caribbean
Lawn Service; Category U: Mowing to Hannula Landscaping Inc., Florida Land Maintenance,
Vila & Son, and Caribbean Lawn Service; Category III: Tree Service to Davey Tree Service, and
Signature Tree Care, and authorize the Chairman to sign standard services contracts on behalf of
the Board.
