EXECUTIVE SUMMARY
Recommendation to approve expenditures exceeding $50,000 for Bid #06 -4013 --
Background Check Annual Contract to Sterling Info Systems, Inc. and Ad -Vance
Screening Solutions, Inc. as a secondary vendor for an estimated additional
expenditure of $8,000 for the balance of the 09 fiscal year relating to Vehicle for
Hire Program, and extending through the balance of the contract.
OBJECTIVE:
To obtain Board approval for payment in excess of $50,000 for background checks for
Vehicle for Hire company owners and annual Driver ID's, in accordance with Collier
County Code of Laws and Ordinances, Chapter 142, and pertaining to Bid 406 -4013 -
Background Check Annual Contract to Sterling Info Systems, Inc. and Ad -Vance
Screening solutions, Inc. as secondary vendor.
CONSIDERATIONS:
Services provided by these vendors ensure that all background checks for Vehicle for
Hire company owners and annual Driver ID's are reviewed and completed, in accordance
with Collier County Code of Laws and Ordinances, Chapter 142. The bid was posted
on July 21, 2006 and was opened on August 11, 2006. Twenty one firms were notified
,,. and nine bids were received.
Six of the nine responses either did not provide enough information to determine actual
costs of the services as they did not provide dollar amounts for out of state charges; or
charged an extra amount for expedited services; or did not provide expedited services
at all.
Sterling Testing Systems, Inc. was the lowest bid for background check services
identified by staff for the Vehicle for Hire Ordinance requirements and the bid prices for
these services are acceptable to County staff. Additional services such as expedited
services, customization of web base access, ad -hoc report capability, forms generation,
and e -mail integration were also taken into consideration.
Ad -Vance Screening Solutions, Inc. would be the secondary choice based on dollar
amounts provided in the bid response, and additional services such as expedited services,
customization of web base access and ad -hoc report capability.
A recommendation for award was not brought to the Board because it was estimated that
the annual expenditures would be under the $50,000 threshold. There are currently
1628 company owners and drivers with current issuances. Potentially, 632 of these will
be required to renew before the end of the 09 fiscal year to stay in active status. These
projected numbers may be offset by drivers who no longer drive Vehicles for Hire and
new applicants who will require a Driver ID.

FISCAL IMPACT:
Funds for Vehicle for Hire background checks will be offset by fees charged to the
applicant as identified in the Community Development and Environmental Services
Division Schedule of Fees approved by the Board of County Commissioners on April 28,
2009.
GROWTH MANAGEMENT IMPACT:
No growth management impact will result from this action.
LEGAL CONSIDERATIONS:
This item has been reviewed for legal sufficiency and there are no outstanding legal
considerations. This item is not quasi-judicial, and no ex parte disclosures are required.
Approval of settlement offer requires a simple majority vote. This item is legally
sufficient for Board action. -JW
