Recommendation that the Board of County Commissioners approve the Marco
Island Executive Airport Master Plan Update, approved by the Federal Aviation
Administration on April 15, 2009 in compliance with the Airport Authority's
Administrative Code.
OBJECTIVE: That the Board of County Commissioners (BCC) approve the Marco
Island Executive Airport Master Plan Update, approved by the Federal Aviation
Administration on April 15, 2009.
CONSIDERATIONS: The Federal Aviation Administration (FAA) requires an
approved Airport Layout Plan (ALP) in order for an airport to receive federal funds for
capital improvement projects. The FAA approved the Marco Island Executive Airport
Master Plan Update, which includes an ALP, on April 15, 2009.
The Collier County Airport Authority (CCAA) presented drafts of these plans at the
April 1, 2008 BCC-CCAA Workshop. The final plans were presented at the March
27, 2009 BCC-CCAA Workshop and conceptually approved by the BCC at that time.
The Airport Authority reviewed and approved this plan at a public meeting on May 11,
2009 with a vote of 5 to O.

In accordance with the Transportation Element of the Collier County Growth
Management Plan, the Airport Authority recommends the BCC approve these Plans.
FISCAL IMPACT: None.
GROWTH IMPACT: The Growth Management Impact will be determined by each
individual project.
LEGAL CONSIDERATIONS: The Airport Authority Administrative Code, Section
810, requires that the Airport Authority present updated or amended plans to the
Board of County Commissioners for approval. No signature or formal action is
required. This item requires simple majority vote and is legally sufficient for Board
action. - CMG

Administration on April 15, 2009 in compliance with the Airport Authority's

The Federal Aviation Administration (FAA) accepts your Airport Master Plan and conditionally
approves your Airport Layout Plan (ALP) April IS. 2009 for Marco Island Executive Airport.
This approval is subject to the condition that the proposed airport development listed below
requires environmental processing and may not be undertaken without the FAA's prior \vritten
environmental approval.

The existing Runway Surety Area (RSA) for Runway] 7 -3S does not meet current FA.A Airport

rrojcct for reconstruction or significant exransion of the runway. (Reconstruction or significant
expansion is defined as any runway improvement that extends the Llscfullite o1'tl1e pavement or
allows the use of the rL!mvay by larger or hC~l\'ier aircraft, or thc :lpproval of approach minimums
belm\ 'iI-statute mile.) :'\ project to reconstruct or signiiicantly l'xpand the runway wi;~ not be
approved unless il includes the RS/\ ill1rrO\l~mcnt. The RS:\ improvement shall bring the RSA
into conttlrmancc with L\A :\irpun Design Standards, or an FAA approved modification of
airport design standards. current ~ltlhe time of construction.
FAA approval of your ALP means that all existing and proposed airport development shown on
the plan meets current FAA airport design standards, ('xcept for the RS/\(s) notl'd aoove. or a
currently approved modifications of the design standards that providc an acceptable level of
safety at your airport. It also means that we find the proposed airport development shovv'n on the
plan useful and efficient. However. our approval does not represent a commitmcnt to provide
federal financial assistance \0 implement any development or air navigation facilities shown on

FAA acceptance of your Airport Master Plan means that it complies with the scope of work and
contractual terms and conditions of the Airport Improvement Program (AlP) Grant Agreement.
The contents of your Airport Master Plan reflect the views of the Collier County Airport
Authority, which is responsible for the facts and accuracy of the data presented. As with the
ALP approval, acceptance of your Airport Master Plan does not represent a commitment to
provide federal financial assistance to implement any development or air navigation facilities
shovm on the plan, nor does it mean that we find funding of the proposed airport development
justified.
Please be aware that you are required to notify this office at least 60 days prior to the start of
construction of any facilities on the airport. Also, this conditional ALP approval does not
constitute airspace approval for aircraft parking aprons or structures. Prior to the start of
construction of these facilities, you must submit proper notification to our office and receive
FAA airspace approval.
We look forward to working with you in the contiimed development of your airport.

RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY RECOMMENDING
THAT THE MARCO ISLAND EXECUTIVE AIRPORT MASTER PLAN AND AIRPORT
LAYOUT PLAN, APPROVED BY THE FEDERAL AVIATION ADMINISTRATION, BE
SUBMITTED TO THE BOARD OF COUNTY COMMISSIONERS FOR APPROVAL IN
ACCORDANCE WITH THE TRANSPORTATION ELEMENT OF THE COLLIER COUNTY
GROWTH MANAGEMENT PLAN.
WHEREAS, the Federal Aviation Administration (FAA) requires an approved Airport Layout
Plan (ALP) in order for an airport to receive federal funds for capital improvement projects; and
WHEREAS, the FAA funded ninety-five percent of the lmmokalee Regional Airport Master
Plan and Airport Layout Plan; and
WHEREAS, the Airport Authority previously approved submitting the Marco Island
Executive Airport (MKY) Master Plan and ALP the to the FAA for approval; and
WHEREAS, the submittal of the MKY Master Plan and ALP to the FAA for approval was
delayed in order to incorporate the land acquisition for an aircraft apron expansion and parking lot
relocation into the MK Y Master Plan and ALP; and
WHEREAS, the FAA approved the MKY Master Plan and ALP on April 15, 2009; and
WHEREAS, the Authority now recommends submitting the FAA approved Plans to the
Board of County Commissioners for approval in accordance with the Transportation Element of
the Collier County Growth Management Plan.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COLLIER COUNTY
AIRPORT AUTHORITY, that the Authority recommends that the Marco Island Executive Airport
Master Plan and Airport Layout Plan, approved by the FAA, be submitted to the Collier County Board'
of County Commissioners for approval in accordance with the Transportation Element of the Collier
County Growth Management Plan.
PASSED AND DULY ADOPTED by affirmative majority vote of the Collier County Airport
Authority this 11 th day of May, 2009.
