Agenda 06/23/2009 Item #16E15 Agenda Item No. 16E15 June 23, 2009 Page 1 of 14 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners approves and authorizes the Chairman to sign a grant application for the Employed Worker Training Program funded by the Workforce Investment Act (WIA) through Workforce Florida, Inc. and administered by the Southwest Florida Workforce Development Board, Inc. in the amount of $57,800. OBJECTIVE: To approve an application for the Employed Worker Training Program as specified in the Workforce Investment Act. CONSIDERATIONS: The Employed Worker Training Program is designed to improve and enhance the skills of currently employed workers. The grant is offered by the Department of Labor, and funded through the Workforce Investment Act through Workforce Florida, Inc., and administered by the Southwest Florida Workforce Development Board, Inc. for Region 24. These funds are not normally offered to public employers; however, utility worker positions are considered as targeted jobs this year for Region 24. The Water and Wastewater Departments of the Public Utilities Division supply vital services to the residents and visitors of Collier County. Additional training of these workers will ensure high levels of skills and competencies for these employees as they serve the needs of Collier County Water-Sewer District ratepayers. These grant funds are being requested to cover the costs for 87 employees to attend one or more of eight individual training programs that relate directly to the safe, efficient operations of the Collier County Utility Operations. <- The grant funding will pay for training costs in the areas of operator certification, proper treatment processes, repair and proper maintenance of the equipment, and techniques for ensuring public safety. FISCAL IMPACT: The fiscal impact associated with this request would be a positive $57,800.00 to reimburse the County for the training costs. The grant requires a fifty percent match in kind. This requirement will be met through the payment of these employees' wages during the training in the amount of $60,216.66. These wages would be paid with or without the grant funding. If this grant is awarded, a subsequent Executive Summary will be submitted indicating the expenditures and requesting the Board of Commissioners approval to accept the reimbursement. GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan. Viabilitv/Mission/Workforce Development Efforts Cross Connection Control Tester and Repair Course- The purpose of the training course is to teach water distribution operators about how to test and repair cross connection control devices. The devices are required to be located all potable water service lines where there is a potential for contamination from the service location to the potable water distribution network. The devices are mandated by Florida Administrative Code 62.555, which also addresses that the devices must be tested annually.- Basic Chemistry- The purpose of the course is to teach the water plant operators and water distribution operators to identify the components of disinfection, treatment, and softening. Water operators will perform various dosage calculations for different treatment situations. The course will also provide participants with the basic information on how to treat water and the effect of various chemicals on the potable water supply. The water distribution operators will learn how the potable water in the distribution system reacts with the pipelines. Finally, as the water distribution system as had several nitrification events this course will assist all participants in learning how to prevent these events through optimizing the chemical make up of our water supply. Asbestos Awareness and Disposal- The purpose of the course is to teach members of the water distribution team the needed safety procedures, while working with asbestos pipe. The water distribution system currently has approximately 100 miles of asbestos pipe, which must be maintained. The Environmental Protection Agency requires that anyone working with this type of pipe material to be trained and certified. How to Reduce Costs of RO/NF Water Treatment- The purpose of the course is to teach water plant operators how to optimize the membrane and reverse osmosis water treatment processes. This will be accomplished through providing participants with the basic tenants of good management to control energy use and chemical, which are the major costs of water treatment. Additionally, participants will learn various techniques to extend the life of the membranes, which cost in excess of $1,000,000 per treatment plant. The course participants will be able to use the information learned to treat water in a cost effective manner while maintaining water quality, through a better understanding of treatment processes and techniques. Introduction to Electrical Maintenance- The purpose is to be introduced to three- phase electrical motor controls and how to properly use various types of meters to collect operating data and troubleshoot. Additionally, employees are taught how to assemble working motor control circuits such as holding, interlock, low voltage and float controlled circuits. Subjects covered include centrifugal pump theory, reading pump curves, normal maintenance requirements, replacement of packing, mechanical seals, impellers, wear rings and shaft sleeves. Advanced Work Zone Traffic Control- Employees will learn to adapt typical control plan layouts to specific site conditions. Additionally, employees will learn to design and manage traffic control plans of varying complexity. 2.
