EXECUTIVE SUMMARY
Recommendation to approve Wallace International Trucks as a sole source
vendor with FY 2009 expenditures estimated at $80,000 for fleet parts,
repairs and services.
OBJECTIVE: Obtain Board approval of Wallace International Trucks as a sole source
vendor for International trucks with FY 2009 expenditures estimated at $80,000 for
various fleet parts, repairs and services,
CONSIDERATIONS: Collier County owns 48 heavy International trucks, mainly in
Transportation and Emergency Services departments, that are maintained by the Fleet
Management Department. The only authorized dealership for International trucks in the
local area able to provide Original Equipment Manufacturer (OEM) repair parts and
factory-authorized service is Wallace International Trucks in Fort Myers, A competitive
bid is not practical as other International dealerships within the State of Florida are too
distant to be operationally or economically feasible to meet the County's operating
requirements, Purchases from Wallace International in FY 2009 are estimated at
$80,000 requiring Board approval.
The Board of County Commissioners is authorized to award this contract as a sole
source purchase pursuant to the Collier County Purchasing Policy, section V(A)(2), The
Purchasing Policy also provides that the Board is authorized to waive the competitive bid
process "where it is determined to be in the best interests of the County to do so."
(Section V(A)(4)), Purchases will be made by purchase order.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the
Fleet Management Administration, Fund 521, operating budget. Purchases from
Wallace International are estimated at $80,000 in FY 2009.
GROWTH MANAGEMENT IMPACT: No growth management impact will result from
this action.
LEGAL CONSIDERATION: This item is not quasi-judicial, no ex parte disclosure is
required, requires majority vote only, and is legally sufficient for Board action. - CMG
RECOMMENDATION: That the Board of County Commissioners approves Wallace
International Trucks as a sole source vendor with FY 2009 expenditures estimated at
$80,000 for parts, repairs and services.
