EXECUTIVE SUMMARY
Recommend Approval from the Board of County Commissioners to provide Peer
Review from Turrell-Hall and Associates, Humiston and Moore, Coastal Planning
and Engineering and Dr. Dean from the University of Florida to the PBS&J Clam
Bay Water Quality Monitoring, Data Collection, Circulation/sediment Model and
Natural Resources Characterization Study and approve all necessary budget
amendments. This cost for peer review is expected not to exceed $50,000.
OBJECTIVE: Obtain a recommendation of approval from the Board of County
Commissioners to provide Peer Review from Turrell-Hall and Associates, Humiston and
Moore, Coastal Planning and Engineering and Dr. Dean from the University of Florida to
the PBS&J Clam Bay Water Quality Monitoring, Data Collection, Circulation/sediment
Model and Natural Resources characterization Study.
CONSIDERATIONS: Peer review will be critical to the quality and acceptance of the
Water Quality, Data Collection, Circulation Modeling and Natural Resources
Characterization Study conducted by PBS&J for the Clam Bay Estuary.
Staff proposes that consultants that are familiar with and have previously been involved
with this estuary along with Dr. Dean from the University of Florida review the study
approach along with the 50%, 90% and final work products. Participating firms will be
.- Turrell-Hall and Associates, Humiston and Moore and Coastal Planning and
Engineering.
Review of the study will focus on technical issues to assure that water science and
technology have been utilized correctly and that recommendations and findings are
consistent with that science.
ADVISORY COMMITTEE RECOMMENDATIONS: At the April 16, 2009 CBAC
meeting this item was unanimously recommended for approval (7 to 0). At the May 14,
2009 Coastal Advisory Committee meeting this item was unanimously recommended
for approval (6 to 0).
FISCAL IMPACT: A budget amendment moving dollars from Unicorporated Area
General Fund (111) reserves to the Coastal Zone Management Section Fund (111) will
be necessary to fund this peer review cost. Budgeted reserves within Fund (111)
currently total $2,774,031.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management
Plan related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office. This item is not quasi-judicial, and as such ex parte disclosure
is not required. This item requires majority vote only. This item is legally sufficient for
