Agenda 06/09/2009 Item #16E 2 Agenda Item No. 16E2 June 9, 2009 Page 1 of 3 EXECUTIVE SUMMARY Recommendation to award Bid # 09-5187 "On-Call Mechanical Contractor" to Piping Unlimited and Retro, Inc. as primary; Conditioned Air Corporation as secondary; Hill York Corporation as tertiary; and Page Mechanical Group, Inc. as quaternary, for mechanical contractor services. OBJECTIVE: To obtain approval from the Board of County Commissioners to award Bid # 09-5187 "On-Call Mechanical Contractor" to Piping Unlimited and Retro, Inc. as primary; Conditioned Air Corporation as secondary; Hill York Corporation as tertiary; and Page Mechanical Group, Inc. as quaternary, for mechanical contractor services. CONSIDERATION: The Oepartment of Facilities Management is responsible for the maintenance, repair, and replacement of all air-conditioning equipment used throughout the County in various County facilities. The Oepartment outsources major mechanical air-conditioning equipment repairs and plumbing improvements. On March 9, 2009, the Purchasing Oepartment solicited bids to contract for the purchase, repair, maintenance, engineering, and installation of mechanical equipment. The selection of vendors was based on a combination of a pricing formula, taking into account cost of installation labor hours for specific categories for time and material work [(150 hours for each trade level (Supervisor, Journeyman, Apprentice) x Hourly Rates) + ($5,000 in materials + % markup cost)] and a lump sum fee based on the specified preventative maintenance work throughout County facilities. In addition, consideration was given for emergency response time and on-call, non-emergency response time. A total of one hundred seventeen (117) notices were distributed, with thirty (30) packages downloaded. A total of ten (10) bidders responded, four of which were deemed to be non-responsive. Of the four, two (2) vendors (Johnson Controls and CNS Industries) had no response on the preventative maintenance work. The third vendor (FRS) was contacted and after reviewing their submission responded that they were unable to uphold their original bid submission. The fourth vendor (Martin's Cooling and Heating, Inc.) was unable to provide rates for all required positions. Award is based on a Primary/Secondary basis, with the ability to quote projects to all four contractors on a lump sum or time and material basis, as outlined within the bid documents allowing for the most competitive options for the County, throughout the life of the contract. A bid tabulation sheet is attached for review. Staff recommends award for mechanical contractor services in the following order: 1) Piping Unlimited and Retro, Inc. 2) Conditioned Air Corporation 3) Hill York Corporation 4) Page Mechanical Group, Inc. FISCAL IMPACT: Mechanical services average $650,000 annually, based on approved building maintenance and capital budgets. Funds are budgeted in FY09 Oepartment of Facilities Operating Budget 001-122240-652997 and Capital Maintenance Fund 301 Project 52162. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval, and is otherwise legally sufficient for Board action.-SRT RECOMMENDATION: That the Board of Collier County Commissioners approves the award of Bid # 09- 5187 "On-Call Mechanical Contractor" to Piping Unlimited and Retro, Inc. as primary; Conditioned Air Corporation as secondary; Hill York Corporation as tertiary; and Page Mechanical Group, Inc. as quaternary, _. for mechanical contractor services.
