EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve the
award of Bid #09-5167 to the lowest qualified responsive bidder BCBE
Construction Co., Inc., for the construction contract for Sugden Park Water
Ski & Sailing Centers Project #80007.1 in the amount of $612,539.00.
OBJECTIVE: That the Board of County Commissioner award Bid #09-5167 to BCBE
Construction Co., Inc. as the lowest qualified responsive bidder for the Sugden Park Water Ski &
Sailing Centers Project in the amount of$612,539.00.
CONSIDERA TIONS: On April 20, 2009, sealed bids were received at the purchasing
department for the construction of the Sugden Park Water Ski & Sailing Centers Project Bid
#09-5167. The general scope of work for this project will include the installation of two free
standing buildings approximately 1,500 square feet for the ski center and 2,500 square feet for
the sailing center. Each building is uniquely designed and includes concrete pile foundation,
exterior covered decking, classrooms, separate restrooms and an office in each building. The
apparent lowest and qualified bidder was BCBE Construction Co., Inc. Staff carefully evaluated
each sealed bid with a unanimous determination to select BCBE Construction Co., Inc. as the
lowest qualified bidder for the award of Bid #09-5167. Staff also reviewed the final bids for
completeness and accuracy in view of the overall project scope of work and proposed budget and
has concluded that Bid #09-5167 be awarded to BCBE Construction Co., Inc. consistent with the
purchasing department policies and procedures.
The engineers estimate and the budgeted amount for the construction of this project was
$5,000,000. The bid tabulation is a~ follows: White General Contractors, Inc, $764,700.00, The
Henning Group, L.C., $762,000.00, Taylor Pansing, Inc., $761,623, Coral Sands Construction,
LLC, $761,000.00, Surety Construction Company, $732,100.00, Kraft Construction Company,
Inc., $715,478.00, Vanderbilt Bay Construction, Inc., $679,973.00, J.L. Wallace, Inc.,
$675,000.00, DeAngelis Diamond, $655,100.00, One Source Construction Company & Builders,
Inc., $644,277.00, Professional Building Systems, $632,524.00, and RCRE Construction Co.,
Inc., $612,539.00.
Therefore, in consideration of the lowest qualified bidder staff recommends that bid #09-5167 be
awarded to BCBE, Construction Co., Inc. as so noted. Please note that the recommended
vendor is a local vendor and as such the local vendor preference is not applicable.
FISCAL IMPACT: The source of funding for this project has been previously allocated and
budgeted with FY 08-09 Capital Improvement Funds, Project #346-80007.1.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Goal I, Objective
1.3 of the Growth Management Plan for improved boater access to waterways.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, and it does not present any legal issues. This item is not quasi judicial, and as
such ex parte disclosure is not required. This item requires majority vote only. This item is
legally sufficient for Board action. - CMG
RECOMMENDA TION: Recommendation to approve the award of Bid #09-5167 to the
lowest qualified and responsive bidder BCBE Construction Co., Inc., for the authorization to
construct the Sugden Park Water Ski & Sailing Centers Project #346-80007.1.
