EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve providing Florida Fish and
Wildlife (FWCC) grant funding to the University of Florida Institute of Food and Agricultural
Sciences (IFAS), School of Forest Resources and Conservation in the amount of $90,000,
including a $10,000 match from Collier County for a boater characterization study.
OBJECTIVE: To provide FWCC grant funds to the University of Florida, Insitute of Food and
Agricultural Sciences (IFAS), School of Forest Resources and Conservation for the purpose of
providing a detailed boater characterization study.
CONSIDERATIONS: Collier County has received an $80,000 grant from FWCC for a boater
characterization study. This grant funding was approved by the Board of County Commissioners on
October 28,2008 through Agenda Item 16014. Collier County is required to provide a $10,000 cash
match for this grant funding. Collier County Coastal Zone Management recommends providing all
funds, $90,000, to the University of Florida to conduct the study. A boater characterization study in
Collier County would have several practical applications for future management decisions and would
help address several boating issues within the county including adjacent land managers and other local
municipalities. This study would help these managers address boating access, congestion hot spots,
potential user conflicts, resource protection, and education needs within the county.
Data collected will assist resource managers and educators to develop new programs and/or enhance
existing ones that will help provide solutions for boating issues identified in the study. This can
include assessing current management efforts, implementing future management plans, and/or focusing
extension efforts and developing products to enhance boating experiences and promote stewardship.
Coastal Zone Management will work with the Purchasing Department to issue a purchase order to the
University of Florida. The University will request reimbursements for work performed.
FISCAL IMPACT: Approval of this funding will provide a grant in the amount of $80,000 to
University of Florida for a boater characterization study. A $10,000 cash match will be provided by
the County from Miscellaneous Natural Resource Grants Fund 117.
GROWTH MANAGEMENT IMPACT: The Boater Characterization Study supports Objective 7.4
of County Growth Management Plan.
LEGAL CONSIDERATIONS: This item is not quasi-judicial, ex parte communication IS not
required, requires majority vote only, and is legally sufficient for Board action. - CMG

Scope of Work for Finalization of a Recreational Boating Characterization Study for Collier
County by the University of Florida
Purpose: The Florida Fish and Wildlife Conservation Commission is assisting Collier County
government in planning for the future of recreational boating and resource protection within the coastal
waters of Collier County. The University of Florida is partnering with these two agencies to develop and
implement a boating characterization in Collier County. The characterization is consistent with earlier
implementations of an established state-wide methodology, while accommodating issues specific to the
waterway management needs of Collier County government and recreational boaters. The recreational
boating characterization methodology employs three seasonal waves of boater questionnaires to gather
data through a full year. The Florida Fish and Wildlife Conservation Commission funded the mailing of
three seasonal waves of questionnaires, each to about 8,000 boat owners and observed ramp facility users
in Collier County. The purpose of the work to be performed under this agreement, which is funded by
Florida Fish and Wildlife Conservation Commission, is to process and analyze survey data provided by
the boaters and to produce a final report that describes, in detail, the results and conclusions of the
recreational boating characterization.
Tasks to be performed:
Task 1: Finish entering data from questionnaires completed and returned by boaters from the third
seasonal mailing.
Deliverable: Quarterly summary of number of questionnaires received back from boaters and number of
questionnaires processed and entered into database.
Task 2: Produce GIS data layers showing launch origins, travel routes on the water, destinations, and
areas of perceived waterway congestion corresponding to the mapped data in the third wave of
questionnaires.
Deliverable: GIS data layers depicting launch origins, travel routes on the water, destinations, and areas of
perceived waterway congestion, as represented in the third wave of returned questionnaires.
Task 3: Statistical analysis and summarization of the individual boater and vessel characteristics, of user
group characteristics, and of seasonal boating characteristics.
Deliverable: Report chapter presenting results of statistical analysis and summarization of the individual
boater and vessel characteristics, of user group characteristics, and of seasonal boating
characteristics.
Task 4: Analysis and summarization of the responses to the final open-ended questions soliciting boater
perceived detractions and needs.
Deliverable: Report chapter presenting results of analysis and summarization of perceived detractions and
needs by boater and user group.
Task 5: Spatial analysis of seasonal clustering of boating patterns (congested areas, destinations, and
travel corridors).
Deliverable: Report chapter presenting results of spatial analysis of seasonal clustering of boating
patterns.

Task 6: Produce summary report describing methodology, analyses, results, summary, and conclusions
for tasks 1 - 5 of the recreational boating characterization of Collier County.
Deliverable: Summary report describing the methodology, analyses, results, summary, and conclusions
for tasks 1 - 5 of the recreational boating characterization of Collier County.
Task 7: Spatial analysis of boater characteristics associated with the primary service areas of individual
ramps, and with the general (composite) service area of marinas in Collier County.
Deliverable: Report chapter presenting the results of the spatial analysis of boater characteristics for
primary market areas of individual ramps, and with the general service area of marinas in Collier
County.
Task 8: Spatial analysis of on-water boating patterns and characteristics associated with individual ramps
and with marinas in general.
Deliverable: Report chapter presenting the results of the analysis of on-water boating patterns and
characteristics associated with individual ramps and with marinas in general.
Task 9: Estimate current and future waterway (boat) access needs based on an analysis of current and
future growth (10 year) within the primary and general service areas from which resident and
visiting boaters are drawn to Collier County ramps and marinas.
Deliverable: Estimates of current and future waterway (boat) access needs in Collier County that update
and enhance the following components of the 2009 Collier County Boat Access report: (i) level
of service needs (pg 2); (ii) capacity needs (pg 4); (iii) average rate capacity (pg 4); (iv) peak rate
capacity; and (v) growth considerations (pg 5).
Task 10: Produce final report describing the methodology, analysis, results, summary, and conclusions for
tasks 1 - 9 of the recreational boating characterization of Collier County.
Deliverable: Final report describing the methodology, analysis, results, summary, and conclusions for
tasks 1 - 9 of the recreational boating characterization of Collier County.
Task 11: Conduct a workshop in Collier County to present the results of the recreational boating
characterization, and to discuss and plan for boating and waterway management related
applications relevant to the information.
Deliverable: Summary of workshop and recommendations.
Schedule:
Tasks 1 through 6 are to be completed by August 31, 2009.
Tasks 7 through 9 are to be completed by April 30, 2010.
Cost:
For Successful completion of all nine tasks, the vendor (the University of Florida School of Forest
Resources and Conservation) will receive two payments that, together, are not to exceed $78,495. The
direct cost of the project is $71,359 and the indirect cost is $7,136 (lDC rate = 10%). The first payment of
$37,225 is due upon completion of tasks one through six. The second payment of$4l,270 is due upon
completion of tasks seven through nine.
