EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve and authorize the
Chairman to sign an Interlocal Agreement with Everglades City for improvements to
McLeod Community Park in the amount of $60,000.
Ob1ective: To provide sixty thousand dollars in funding assistance for recreational facilities
within Everglades City through an Interlocal Agreement with Everglades City.
Considerations: For several years, Collier County has budgeted funds to Everglades City for
recreational facility improvements. Parks within the municipality are the only nearby recreation
facilities available to residents of unincorporated areas such as Copeland, Chokoloskee, and Port
of the Islands.
This year, Collier County budgeted sixty thousand dollars for the improvements to McLeod
Park. Improvements will include new fencing for the tennis courts, new fencing around the park,
improvements to the playground and improvements to the skate park. The Collier County Parks
and Recreation Department will purchase and install all necessary materials for completion of
this project.
Fiscal Impact: Funds are available in Parks Capital Improvements Fund 306, Project Number
80 I 06 for Everglades City McLeod Park improvements.
Growth Mana2ement: None.
Le2al Considerations: This item is not quasi-judicial, no ex parte communication required,
requires majority vote, and is legally sufficient for Board action. - CMG

INTERLOCAL AGREEMENT BETWEEN
COLLIER COUNTY AND EVERGLADES CITY
EVERGLADES CITY PARK IMPROVEMENTS
THIS INTERLOCAL AGREEMENT ("Agreement") is made and entered into as of
this day of , 2009, by and between Collier County, Florida
("County") and the City of Everglades, Florida ("City").
RECITALS:
WHEREAS, the Collier County Board of County Commissioners ("BCC") approved sixty
thousand dollars ($60,000) in funding assistance to Everglades City for Improvements to
McLeod Community Park; and
WHEREAS, this funding was approved in the Fiscal Year 200812009 budget for Collier County~
and
WHEREAS, Everglades City is committed to using the funds for improvements to McLeod
Community Park and providing free public access for all Collier County residents to this park.
Improvements will include new fencing for the tennis courts, new fencing around the park,
improvements to the playground and skate park, and
WHEREAS, Collier County Parks and Recreation Department will work with Everglades City
to purchase the items needed for the park improvements.
NOW, THEREFORE, in consideration of the premises and other good and valuable
consideration exchanged amongst the parties, and in consideration of the covenants contained
herein, the City and County agree as follows:
1. The County shall pay sixty thousand dollars ($60,000) towards the cost of improvements
of the Park. This is not a reimbursement. Collier County will purchase and install the items for
improvements.
2. The City shall work in good faith to complete improvements to McLeod Community
Park within four years.
3. The City shall not assess a surcharge to residents of Collier County for the use of these
facilities or services.
4. In the event that any of these obligations is violated, Collier County will withhold the
unspent funding.
5. The agreement may be signed in counterparts by the parties hereto. This Agreement shall
take effect on the last day of execution by the last party to execute same.

6. This agreement shall be- recorded by the County in the Official Records of Comer
County within thirty (30) days after this Agreement is fully executed.
