OBJECTIVE: Obtain approval from the Board of County Commissioners to contract for Engineering, Design and Permitting for Wiggins Pass Improvements as outlined in the April 6, 2009 Coastal Planning and Engineering Proposal. CONSIDERATIONS: The Wiggins Pass Modeling program has completed its work with a recommendation to straighten the interior and exterior channels; build sand dikes to train the interior channel into the new proposed channel bed; and renourish Barefoot Beach where significant erosion has occurred. The recommendation has been approved and endorsed by the Wigging Pass Modeling Work Group and the Coastal Advisory Committee. The next step in this process is to complete the engineering on the recommended solution and obtain permitting. This proposal will fund this activity. ,....-- ADVISORY COMMITTEE RECOMMENDATIONS: The Wiggins Pass Modeling Work group unanimously recommended this item for approval 5-0 on February 20,2009. The CAC recommend this item for approval 5-1 (no reason given for disapproval) on April 9, 2009. The TDC unanimously recommended this item for approval 8-0 on April 27, 2009. FISCAL IMPACT: TDC Fund 195 will be used to fund this activity. GROWTH MANAGEMENT IMPACT: Staff believes there are no Growth Management or Land Development Code impacts as a result of the approval of this item. In addition, a letter of Consistency from Collier County's Comprehensive Planning Department is required prior to the issuance of any FDEP permit. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. This item is not quasi-judicial, and as such ex parte disclosure is not required. The selected alternative will be refined to address comments from the last modeling committee meeting. Specific tasks under this scope of professional services include refining the management plan, conducting field investigations (bathymetric and biological surveys), additional modeling, and preparing the permit application for the selected alternative. Barefoot Beach State Preserve lies to the north of the Pass, and Delnor- Wiggins Pass State Recreation Area lies to the south of the Pass. On January 12, 2000, Collier County received the Florida Department of Environmental Protection (FDEP) Permit No. 0142538-001-JC to widen and deepen Wiggins Pass, with subsequent maintenance dredging every two (2) years. Dredging operations were conducted in September 2000, November 2002, December 2004, November 2006, and February 2009 The scope has been limited to essential task, assuming most of the issues were addressed during modeling phases. TASK 1: FIELD INVESTIGATIONS ($63,365) Survey work will be performed to provide permit and design level bathymetry and beach profiles throughout the project area, to characterize the sediment in previously undredged areas, and to Agenda Item No. 1606 June 9, 2009 Page 6 of 23 determine the location and depth of the rock feature in the inlet and proposed ebb shoal channel. The seagrasses within the project area will be surveyed within season. 1.1 HYDROGRAPHIC AND BEACH SURVEYS The inlet and adjacent beaches will be surveyed in support of the design and permitting phase of the Wiggins Pass Alternative Dredging Project. The following are the services to be provided in this scope of services: 1.1.1 Navigation Channel and Interior Inlet Hydrographic Survey Five (5) nearshore cross-sections will be surveyed at the mouth of Wiggins Pass and forty-two (42) cross-sections will be surveyed in the interior of the Pass. The 2009 post-construction survey will be used for the other ebb shoal lines and the adjacent beaches. An ACSM Certified Hydrographer shall oversee the hydrographic survey. All field work will be conducted in accordance to Section 01200 (Borrow Site, Shoal and Other Bathymetric Surveying) of the March 2004 Bureau of Beaches and Coastal Systems Monitoring Standards for Beach Erosion Control Projects (http://www.dep.state.fl.uslbeaches/publications/pdf/standard.pdf) and in accordance with Chapter 6lGI7-6, Florida Administrative Code (F.A.C.) Minimum Technical Standards established by the Florida Board of Professional Surveyors and Mappers pursuant to Chapter 472 of the Florida Statutes. Inlet and shoal cross-sections will be collected from a survey vessel equipped with R TK GPS technology and a dynamic motion sensor to provide instantaneous tide and motion corrections. Standard hydrographic procedures shall be followed including all necessary quality control checks. Horizontal and vertical positioning checks will be conducted at the beginning and end of each day. The sounder will be calibrated via bar-checks and a sound velocity probe at the beginning and end of each day. The DIGIBAR PRO sound velocity meter or equivalent which provides a fast additional calibration for sound velocity as compared to the traditional bar check shall be used. More specifically, bar checks will be performed from a depth of five (5) feet to a maximum depth of twenty-five (25) feet or a depth representing the maximum potential depth of the survey area. Analog data showing the results of the bar check calibration will be displayed on the sounder charts at five foot increments during descent and ascent of the bar. In order to maintain the vessel navigation along the profile lines, HYP ACK navigation software or equivalent shall be used. This software provides horizontal position to the sounding data allowing real-time review of the profile data in plan view or cross section format. The navigation software will also provide navigation to the helm to control the deviation from the online azimuth. Supplemental topography will be collected along the wetted profile in areas accessible to the survey vessel to ensure data above the Mean High Water Value is collected. Agenda Item No. 1606 June 9, 2009 Page 7 of 23 1.1.2 Beach Profile Survey The 2009 post-construction (Wiggins Pass) or 2009 annual monitoring surveys will be used in lieu of a new survey. 1.1.3 Survey Deliverables Coastal Planning & Engineering, Inc. will provide a certified survey drawing. A digital copy of the map along with a digital xyz will also be provided. 1.1.4 Jet Probes Ten (10) to fifteen (15) jet probes will be collected (over two days) in the planned new channel area to determine the extent and depth of the subsurface rock. Some subsurface rock was removed from the ebb shoal channel bottom under the existing permit. During the latest inlet maintenance dredging, a rock ledge was encountered across the inlet channel throat at Station 0+00. This ledge, properly dredged, could provide for lateral stability of the inlet channel. 1.1.5 Reports and Map Development Coastal Planning & Engineering, Inc. will provide a certified survey drawing. A digital copy of the map along with a digital xyz file will also be provided. 1.2. GEOTECHNICAL SURVEYS Vibracores will be collected to characterize areas that have not been previously dredged. Based on the results of the jet probe investigation (described in Task 1.1.4) and historic vibracores, new vibracore location will be selected for the proposed new channel alignment. At least one core will be taken in the ebb shoal channel to characterize the sand size for dredge operations and disposal planning. The vibracore sub-consultant will collect at least five (5) vibracores. Cores will be collected to a depth around -12 feet NGVD, approximately 2 feet below the design dredge depth as required by FDEP. 1.2.1 Planning and Permitting Prior to collecting vibracores for this investigation, CPE is required to apply for a vibracore de minimus exemption. In order to do this, a Joint Environmental Resource Permit Application (ERP) application will be submitted to the Florida Department of Environmental Protection (FDEP) Bureau of Beaches and Coastal Systems (BBCS) for review. This application requires a general project description and a map outlining the area of investigation within which the proposed vibracoring will take place. The application is also forwarded to the Bureau of Survey and Mapping, Division of State Lands, the U.S. Army Corps of Engineers (USACE), and the Florida Division of Historical Resources (SHPO) for review and comment. Typically, vibracores collected under the ERP must be obtained within 50 feet of the as-run survey lines and must avoid any potential cultural resources identified as potentially significant by the marine archaeologist. Agenda Item No. 1606 June 9, 2009 Page 8 of 23 1.2.2 Planning and Project Management The project manager will coordinate with the client and with the FDEP as necessary throughout these investigations. 1.2.3 Mobilization/Demobilization Mobilization and Demobilization of all equipment as required to conduct the field investigations is included as part of this task. 1.2.4 Travel Travel for all necessary personnel as required to conduct the field investigations is included as part of this task. 1.2.5 Vibracore Collection The vibracore sub-contractor is proposing the use of their 24 feet portable research vessel to operate as a sampling platform for this effort within the confined space of the inlet interior. This vessel is equipped with all required Coast Guard safety gear. Horizontal positioning will be provided by a Trimble Ag132 DGPS. The sampling vessel will be maneuvered to the desired sample site using coordinates provided to Athena, the proposed sub-consultant, by CPE. Once on station, the core location will be marked, and the vessel will be immobilized using a triple point anchor system or spuds. When the vessel is anchored and immobilized, the coordinates will be checked against the desired sample site. Athena's, custom designed and built vibracore system will then be deployed from the sampling platform. This system consists of a generator with a mechanical vibrator attached via cable. This vibrator is attached directly to a three-inch diameter galvanized sample barrel. The sample barrel is lowered to the seafloor through a moonpool in the deck of the sampling platform by attaching lengths of drill stem. The vibracore machine is then turned on and the sample barrel is allowed to penetrate until it reaches target depth or refusal. The sample barrel is then retrieved using an electric winch. Once the sample is on deck, the core is cut, capped, labeled, and measured. If refusal is met and the material at the base of the core is not limestone, carbonate cemented clastic sediments, or dewatered silt/mud, we will make one attempt to jet to the required penetration depth. Jetting consists of using a mechanical pump to jet the sample barrel to one foot above the previous depth of penetration. The jet pump will then be turned off and the vibracore machine activated and coring will be resumed at that point. Completed vibracores will be sectioned into five foot lengths and cut open longitudinally. Athena will transfer them to PVC sleeves and deliver them to a CPE representative for processmg. 1.2.6 Vibracore Logging/Photographing/Sampling Upon completion of field operations, the vibracores will be transported to CPE's office in Boca Raton. There, at least five (5) vibracores will be logged by describing sedimentary properties by layer in terms of layer thickness, color, texture (grain size), composition, and presence of clay, Agenda Item No. 1606 June 9,2009 Page 9 of 23 silt, gravel, or shells and any other identifying features. The vibracores will be photographed in 2.0 feet intervals. Sediment samples will be extracted from the vibracores at irregular intervals based on distinct stratigraphic layers in the sediment sequence. The vibracores will then be wrapped and archived. Cores will be stored for a period of up to one (l) year. After this time, cores will either be relinquished to the client or stored for an additional annual cost of $25 per core. 1.2.7 Vibracore Sample Analysis Samples extracted from the vibracores will be analyzed to determine color and grain size distribution. Prior to sieve analysis, any obvious uncharacteristically large fragments (such as whole shell or large shell fragments) will be removed, and the description (weight and size) of the material will be noted. The wet, dry, and washed Munsell colors will be noted. Sieve analysis of the sediment samples will be performed in accordance with the American Society for Testing and Materials (ASTM) Standard Methods Designation D 422-63 for particle size analysis of soils. This method covers the quantitative determination of the distribution of sand size particles. For sediment finer than the No. 230 sieve (4.0 phi), the ASTM Standard Test Method, Designation D 1140-00 will be followed. The sieve stack used for mechanical analysis will conform to the BBCS guidelines provided in Table 1. Weights retained on each sieve will be recorded cumulatively. During sieve analysis the visually estimated percentage of shell retained on the #5 and #7 sieves will be noted. Grain size results will be entered into the gINT@ software program, which computes the mean and median grain size, sorting, and silt/clay percentages for each sample using the moment method. Table 1. CPE will provide all geotechnical information in an electronic format suitable for input to the FDEP Reconnaissance Offshore Sand Search (ROSS) database. The data will be submitted in Access or gINT files. The submission will include shapefiles of vibracore locations. Data collected during the vibracore investigations will be formatted and compiled into a geotechnical Appendix suitable for use in permitting, which will be provided to the client. This appendix will include vibracore logs, vibracore photographs, granularmetric reports, and grain size distribution curves. 1.3 SEA GRASS SURVEY 1.3.1 Fieldwork To address comments from the Conservancy of Southwest Florida and other interested parties, a second (seasonal appropriate) seagrass survey will be conducted by CPE within the proposed project area of Wiggins Pass. The one-day seagrass survey will take place between May and October, a timeframe when seagrass growth is known to be at its highest. It will be scheduled with the physical survey of the inlet. All seagrass found will be identified and documented with underwater digital photography. Overall density of seagrass within the project area will be calculated upon survey completion. A field observation report of all findings will be prepared for Collier County and will be used as part of the environmental permitting submittal for Wiggins Pass. TASK 2: FINAL DESIGN MODELING ($27,770) Modeling is proposed to refine the design and address questions from the final modeling report review, especially concerns from the State Park. The modeling will examine the sensitivity of grain size, alignment, interior shoreline impacts, and disposal area locations. In addition, modeling capabilities will be available to support re-runs to address RAI questions during permitting process. 2.1 GRAIN SIZE SENSITIVITY ANALYSIS A sensitivity analysis of model predictions due to changes in bed grain size will be conducted and compared to the original model run. This analysis will utilize two model simulations with durations of one year, utilizing different grain sizes in the model. The original model utilized 0.35 mm grain size for all the model domain except for the main channel. In the main Wiggins Pass channel, a coarse grain of I mm was utilized. Sensitivity analysis simulations will be conducted utilizing finer grains on the large model domain and in the main channel to evaluate erosional stress with finer grains on the adjacent shorelines. These simulations will be conducted Agenda Item No. 1606 June 9, 2009 Page 11 of 23 to address questions from FDEP and the State Park Service in relation to grain sizes in the model. 2.2 EVALUATION OF SHORELINE IMPACTS The model results will be analyzed in greater detail by cross-sectional plots on the interior shoreline on the north end of Delnor- Wiggins State Park in order to quantify erosion impacts on this area (if any). Two simulations using different locations of the interior dredge cut may be conducted to minimize impacts on the Delnor- Wiggins State Park inlet shoreline. 2.3 EVALUATION OF FINAL CHANNEL ALIGNMENT The dimensions and final alignment of the Gulf Channel will be slightly modified during final design. These small modifications will be simulated in the model to ensure that they do not negatively affect the performance of the channel or the magnitude of impacts on the adjacent beaches and shorelines. Two model simulations will be conducted under this task. 2.4 EVALUATION OF FINAL DISPOSAL LOCATION Refinements to the disposal location will be simulated in the model to evaluate the benefits of disposal on Barefoot Beach and its impacts on the channel sedimentation rate. The disposal locations between R -13 and R-15 as simulated in the numerical modeling report will be modified to include a fill taper between R-15 and R-16. Submerged disposal near the beach will also be evaluated. Two model simulations will be conducted under this task. 2.5 FINAL COMPREHENSIVE SIMULATIONS The final design alternative with all of its components (interior channel, Gulf channel, sand dikes, beach disposal) will be simulated for the time periods of I year, 2 years, and 4 years. The model is set up to be run in support of agency question that may arise during permitting. 2.6 MODELING REPORT A report describing the methodology and results of the simulations conducted for Tasks 2.1 to 2.5 will be prepared. TASK 3: DESIGN ($34,640) 3.1 FINAL DESIGN Construction of the new Wiggins Pass alignment will require the relocation of the interior flood shoal channel with a consideration for duplicating the sand grain size distribution found in Wiggins Pass, which supports its stability. A construction plan will be developed to transfer the channel locations and re-establish the flood shoal on the north side, while keeping the inlet functional during construction. Special handling of dredged sediment during construction will Agenda Item No. 1606 June 9, 2009 Page 12 of 23 be crucial. The construction method is required for permits and will be the basis for plans and specification. The inlet can migrate small distances and still be functional. Dynamic stability will be incorporated into the new alignment so that maintenance dredging can be minimized by taking account of acceptable migrations of the inlet and allow dredging within a range of alignments. In order to initiate the establishment and stability of the new alignment of the flood shoal channel, emergent training dikes will be created to block off the old flood channel and train the new configuration. CPE will design the new flood shoal and the containment dikes to take into consideration the availability of different grain size material, and the trends discovered in modeling that reduce erosion to adjacent shorelines. Dikes, a new flood shoal, and a mangrove interface will be designed to achieve the project objective and avoid impacts to mangroves. To ensure project adaptability, CPE will design a flexible disposal plan for material dredged from the inlet and channels. Alternative placement site options shall be developed, including placement of the material on the beaches to the north and south or in a nearshore disposal. The nearshore disposal may allow for construction during sea turtle nesting season, in a manner similar to Doctors Pass. The dredged material can also be used to build up the eroded shoreline north of the inlet (vicinity ofR-16) while it is being used as a disposal area. Plans will be required for the permit. Environmental Monitoring plans have not been required in the past for Wiggins Pass, and the inlet modification may not increase the risk to adjacent resources. The existing county monitoring of adjacent hard bottom should suffice for protecting this resources. A physical monitoring plan will be developed for monitoring performance and impacts to adjacent shorelines. A contingency plan shall be developed for actions needed in the event significant impacts are attributed to the project and immediate action is needed. The project dredge quantities and a preliminary cost estimate will be developed. 3.2 PLANS AND SPECIFICATIONS 3.2.1 Preliminary Plans and Specifications CPE shall prepare construction plan drawings and specifications for the project. The services will include: Permit Sketches and Preliminary Construction Plans: The construction plans will include plan views and cross-sections sufficient for permitting and the construction of the channel maintenance dredging project. They will be developed initially as permit sketches and converted to construction plans with sufficient detail to implement the proper sequence of dredge and fill operations to transfer the channel locations. Disposal areas will be sized to the dredge volumes anticipated plus a safety factor. The plans will provide survey control information which will allow the contractor to control and construct the channel. The spoil site(s) will be delineated with the allowable disposal limits (length, width and depths). Dredge tolerances and dynamic stability will be incorporated into the plans. Agenda Item No. '1606 June 9. 2009 Page 13 of 23 Construction Specifications: Specifications developed for the project will include the Bid Form, the Technical Provisions, and the Environmental Protection specifications. The specifications will be compatible with the County boiler plate. They will be created to be compatible with the plans for Doctors Pass, in support of joint dredging projects. The specifications will incorporate the permit required plans and conditions. 3.2.2 Final Plans and Specifications Final Plans and Specifications for the project will be developed based on comments received during agency and public review. The plans and specifications will be prepared by a registered Professional Engineer (P.E.). TASK 4: PERMIT APPLICATION ($34,942) 4.1 PREPARE PERMIT APPLICATION CPE shall submit an Application for Coastal Permit /Federal Dredge and Fill Pennit to FDEP and the Corps. FDEP will forward the document to U.S. Army Corps of Engineers and the required agencies. CPE will assure that the required supporting regulatory agencies receive a copy of the permit application at the appropriate time. Information to be incorporated into the permit shall include: . A description of the existing conditions. . Historical background information. . Justification of the maintenance dredging project at Wiggins Pass. . A written description of the project's design and construction methods. . Relevant environmental information. . Permit drawings. . Related information deemed important by State and Federal resource protection agencies. The project manager will integrate the biological, geological, and engineering components to prepare the final permit application. The engineering and geological information previous developed will be incorporated into the permit format. This task allows for the identification and investigation of environmental issues of concern related to maintenance dredging of Wiggins Pass. Listed species such as sea turtles and nesting shorebirds shall be evaluated in terms of potential impact from project implementation. Seagrasses and mangroves will be of special concern. Recent nearshore hard bottom monitoring results will be review for any impacts from dredge and fill operations over the last few years. Professional biologists will prepare specific biological component items of either the Joint Coastal Permit (JCP) or Environmental Resource Permit (ERP) application to the Florida Department of Environmental Protection. Information provided will be based on previous fieldwork and the fieldwork described in this scope, as well as in-depth knowledge of the local flora and fauna in Collier County. In addition, mitigation plans for potential impacts to seagrass and mangrove habitats within the project area will be developed and submitted with the appropriate permit application if they are needed. Agenda Item No. 1606 June 9, 2009 Page 14 of 23 4.2 RESPOND TO REQUESTS FOR ADDITIONAL INFORMATION It is anticipated that up to three (3) requests for additional information (RAI) may be required by the Florida Department of Environmental Protection. Even though no new field studies are planned under this task, CPE engineers, biologists, and geologists will reference previous fieldwork and research to address any environmental/geotechnical concerns in the RAIs. An additional model run and revised permit sketches (construction plans) may also be required and are included. A maximum of two (2) visits to Tallahassee are included under this and the previous task. This task does not include any new field investigations or significant studies. Assumptions Made in the Preparation of this Proposal 1. The FDEP is in the process of instituting a new policy requiring that projects that have the potential to affect hardbottom resources will have to submit an evaluation to the DEP using the State's new Florida Uniform Mitigation and Assessment Method (UMAM). A review of the previous permit drawings and recent hardbottom mapping of the area indicates that existing hardbottom or seagrasses are not expected to be impacted by the proposed project. Therefore, additional evaluation or data collection to complete the UMAM assessment is not included within this proposal. 2. CPE has no control over the permit application process once it moves to the State and Federal governments. County staff and political assistance may be required to further expedite permit issuance. Periodic County contact with project management and higher level administration of the U.S. Army Corps of Engineers and FDEP may be recommended by CPE. CPE will work closely with the County to keep them updated on our efforts to secure permits and to assist in making contacts to expedite the process. 3. A boating survey as described in the existing permits may be required prior to the issuance of a new permit. The boating survey is not part of this scope of work. 4. A cultural resource field investigation and report are not included with this proposal. 5. Aerial photographs taken as part of the annual beach monitoring program will be used for this project and are not included in the cost.
