Agenda 06/09/2009 Item #16C 6 Agenda Item No. 16C6 June 9, 2009 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve a budget amendment of $82,227.00 from Reserves for Capital to Project Number 73964, Wastewater Supervisory Control and Data Acquisition System Improvements. OBJECTIVE: The public purpose is to make additional funds available for funding a reliability improvement project previously deferred due to revenue constraints. This is consistent with the Wastewater Department's mission to meet operational and reliability needs, to meet the demand for irrigation-quality (IQ) water, and to stay in compliance with regulatory requirements. CONSIDERATION: The ten Supervisory Control and Data Acquisition (SCADA) systems at the North County Water Reclamation Facility (NCWRF) are nearly obsolete. Eventually, all ten SCADA systems will need to be replaced according to the Public Utilities Divisions' long-range SCADA plan. Spare parts are becoming increasingly more expensive, and inventories are very low. The Wastewater Department plans to upgrade one of ten SCADA systems to the latest technology, and to use the old system for spare parts instead of purchasing near-obsolete parts at a premium price. This project will yield $75,000 of badly needed spare parts for use in the remaining nine systems. This action is required now because spare parts must be purchased in anticipation of the approaching storm season. _. The Planning and Project Management Department plans to purchase the equipment directly and install it through a fixed-term contract in FY09. Spare parts will be stored and installed as needed by department personnel. Total estimated cost: $82,227.00 (May 22,2009 quotes from Rexel-Mader and EMA, Inc.) In FY08, the Public Utilities Division (PUD) deferred approximately $60-million worth of Capital Improvement Projects, and assumed the risk of not making these improvements. The PUD is now requesting that approximately $5-million of the deferred projects be implemented to reduce the risk of deferral associated with these projects. The $82,227.00 requested by this budget amendment is part of the $5-million. The Planning and Project Management Department plans to procure under fixed-term contracts and bids previously approved by the Board of County Commissioners (Board) because of the relatively low dollar amount of each purchase. Board approval is not required due to the dollar level; however, each purchase must comply with the terms and conditions of applicable Board-approved purchasing methods. On June 24, 2008, Agenda Item 10(0), the Board adopted the 2008 Wastewater Master Plan Update that identified the requirement for Capital Improvement Projects. This project was known at that time; however, sufficient funds were not available in the revenue-constrained amount of $50,000 budgeted for FY09. Due to aggressive cost-containment, funds from Reserves for Capital are now available, while staying within revenue constraints. The proposed scope is consistent with the 2008 Wastewater Master Plan Update, Project 73964, "Wastewater Facilities SCADA Network Improvements for Plants", Section 8, Table 8-2, page 3 of 5, line 97. .- FISCAL IMPACT: Transfer funds from Reserves for Capital to Project 73964, Wastewater SCADA Improvements requires a budget amendment. The source of funding is the Wastewater User Fee Fund (414). RECOMMENDATION: That the Board of County Commissioners, as the Ex-officio Governing Board of the Collier County Water-Sewer District approves a budget amendment of $82,227.00 from Reserves for Capital to Project Number 73964 for funding a reliability improvement project at the NCWRF (North County Wastewater Reclamation Facility).
