Agenda 06/09/2009 Item #16C 4 Agenda Item No. 16C4 June 9,2009 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment to reallocate funds in the amount of $85,000 from Reserves to the Irrigation Quality Water Source Integration Project, 74405. OBJECTIVE: To obtain Board of County Commissioner approval for a budget amendment to reallocate funds in the amount of $85,000 from Reserves to the Irrigation Quality Water Source Integration Project, 74405. The public prnpose of this project is to provide a reliable supply of irrigation quality water in the North and South service areas of the County. /.-. CONSIDERATIONS: There are seven supplemental raw water wells located along Livingston Road. This project is to interconnect the existing raw water transmission line associated with the Livingston Road Supplemental Wells to the Collier County Irrigation Quality (IQ) water transmission system. This interconnect will provide the following: (1) additional flow to the present IQ water system and (2) the ability to distribute supplemental water throughout the entire I Q water system. Several options were evaluated and staff recommends connecting the raw water line directly to the ponds at the North County Water Reclamation Facility (NCWRF). The raw water will combine with reclaimed water, and the NCWRF high service pumps will distribute this IQ water to the Service Area. In FY08, the Public Utilities Division (PUD) deferred approximately $60,000,000 of projects. PUD is now requesting that about $5,000,000 of the deferred projects be implemented to reduce the risk of deferral of these projects. The $85,000 being requested by this budget amendment is part of the $5,000,000. Sufficient funds were not available in the FY09 budget to continue the work required for this project. Due to aggressive cost-containment, funds from Reserves are being made available, while staying within revenue constraints. This FY 09 funding will facilitate the design portion of the project. A work order will be issued under the fixed-term contract for utility engineering consulting services. Once design is complete the construction portion of the project will be bid through the annual contract for underground utility contractors. This project is consistent with the FY09 Capital Budget approved by the Board of County Commissioners on September 18, 2008, and the 2008 Wastewater Master Plan Update, Project 74405, "Irrigation Quality Water Source Integration," Section 8, Table 8-2, page 5 of 5, line 160. FISCAL IMPACT: A Budget Amendment is required to transfer funds from Capital Reserves to Project 74405, Irrigation Quality Water Source Integration. The source of funding is Wastewater User Fees (414). /- LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval, and is otherwise legally sufficient for Board action.-SRT Agenda Item No. 16C4 June 9, 2009 Page 2 of 4 GROWTH MANAGEMENT IMP ACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDA TIONS: That the Board of County Commissioners, as Ex-officio the Governing Board of the Collier County Water-Sewer District, approve the necessary budget amendment.
