EXECUTIVE SUMMARY
Recommendation to award Bid # 09-5075, "Collection Agency Services for Collier
County" to MINTEX, IDe,
OBJECTIVE: To award Bid #09-5075 for Collection Agency Services for Collier County to
MINTEX, Inc.
CONSIDERA TIONS: All departments within the Board of County Commissioners Agency
can avail themselves of this contract. On May 4, 2009, Collier County requested bids for
collection agency services, On May 15, 2009, six (6) bids were received. The bidders responded
with proposed collection percentage rates as follows:

Staff recommends the lowest bidder, MINTEX, Inc. Staff has set standards for collection, time
accounts, and legal action.
The term of the contract is for a two (2) year period. The contract contains a renewal clause for
an additional two (2) year period.
Contract will be in the form of a purchase order.
FISCAL IMP ACT: Entities within the Board of the County Commissioners Agency who send
accounts for collection at the lower rate offered by MINTEX, Inc. will pay a smaller percentage
of the past due amount for collection services using this vendor. In FY08, Public Utilities,
Community Development, and Emergency Management Services sent 4,916 accounts totaling
$2,077,500 to the Conserve Collection Agency. The cost of collection for these accounts at
17.5% (previous rate) would be $363,600. The cost of collection with MINTEX, Inc. would be
$228,525, a cost savings of$135,075.

LEGAL CONSIDERATIONS: This item is not quasi-judicial, and no ex parte disclosures are
required. This item requires a simple majority vote, and is legally sufficient for Board action. -

associated with this Executive Summary.
