Appointment oflIlemb'er(s) to the Contractor's Licensing Board
OBJECTIVE: To appoint 3 members to serve 3 year terms, expiring on June 30, 2012, to the
Contractor's Licensing Board.
CONSIDERATIONS: The Contractors Licensing Board has 3 terms expiring on June 30,
2009. This 9 member board determines the qualifications of applicants for the various categories
of the Contractors' Certificates of Competency. They also hold hearings to determine if the
holder of a certificate of competency of any contractor, master or journeyman should be
disciplined. A minimum 3 members shall be in the category of "Consumer". The consumer
representatives may be any resident of the local jurisdiction that is not, and has never been, a
member or practitioner of any profession regulated by the Contractors' Licensing Board or any
profession closely related to any such profession regulated by the Contractors' Licensing Board.
Members are required to file a Form 1 Statement of Financial Interests each year with the
Supervisor of Elections. Terms are 3 years. A list of the current membership is included in the
backup.
The terms for Terry Jerulle (Contractor), Richard E. Joslin, Jr. (Licensed Commercial Pool/Spa
Contractor), and Thomas X. Lykos (General Contractor) will expire on June 30, 2009. A press

A) After reviewing the Contractor Licensing Ordinance 2006-46, sec. 3.1.1., the applicant
Brandon Thurkettle is not a Contractor, therefore, doesn't meet the necessary criteria to
serve as an advisory board member for the Contactor Licensing Board as a Contractor.
B) Teny Jerulle, Thomas Lykos and Richard Joslin all meet the necessmy requirements for
reappointment. All three members' attendance records have been 100010.

This 9 member board was created by Ord. No. 78-2,85-42,90-105,92-61 to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or joumeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. FI Stat, See 489.131, sub 10 states that 3 members must be consumer representatives.
This 9 member board determines the qualifications of applicants for the various categories of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be disciplined.
Members of the CLB who are not consumer representative members should be either a licensed
architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a
licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a
licensed residential, or a licensed building contractor. A minimum 3 members shall be in the
category of "Consumer". The consumer representatives may be any resident of the local
jurisdiction that is not, and has never been, a member or practitioner of a profesSion regulated by
the board or a member of any closely related profession. Members are required to file a Form 1
Statement of Financial Interests each year with the Supervisor of Elections. Terms are 3 years.
These categories are merely directory and failure to have a member of each of the trades is not
grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi Judicial Board.
