Agenda 06/11/2019 Item #17E (Fire Assembly Base Charges)06/11/2019 EXECUTIVE SUMMARY Recommendation to adopt a Resolution amending Appendix A Schedule 1 to eliminate Fire Assembly Base Charges effective March 12, 2019, and to increase potable water base charges across the user base pursuant to the Board’s direction to staff to implement Option 2 as discussed at the March 12, 2019 meeting, Agenda Item 11C. OBJECTIVE: To adopt a Resolution to amend User Fee Base Charges initially approved by the Board of County Commissioners (Board) as Resolution 2018-129, pursuant to the elimination of Fire Assembly Base Charges and implementation of a small increase in user fee base charges to maintain revenues equivalent to $370,000. CONSIDERATIONS: The Board approved the Collier County Water-Sewer District (CCWSD) Rate Study and fee structure at their June 26, 2018 meeting per Agenda Item 11I and subsequently adopted Resolution 2018-129 at the July 10, 2018 meeting as Agenda Item 17F. At the March 12, 2019 Board meeting, staff presented a report about fire assembly base charges in response to a public petition to eliminate such charges. The staff report included the following options for consideration: (1) Maintain the status quo, do nothing, which results in some property owners paying something more than they did under the old rate structure but others paying less under the current rate structure. (2) Eliminate the monthly fire assembly base charge altogether with consideration for user rate increases to maintain an adequate revenue stream. (3) Place a “hold” on fire assembly rates for a short period (for the remainder of FY2019) to allow time for property owners to adjust budgets and permit the CCWSD to utilize budgeted contingency reserves should revenues fall short of expenses in FY2019. The Board directed staff to pursue Option (2), which is reflected in the proposed Resolution. The Resolution was advertised in the Naples Daily News on May 29, 2019. FISCAL IMPACT: The proposed Resolution eliminates the Fire Assembly Base Charge effective as of March 12, 2019. Staff proposes a 1.52 percent increase to the fiscal 2020 and fiscal 2021 potable water base charge for all users. Sample monthly and annual rates and the subsequent increase can be summarized for all meter sizes as follows. The Block Structures are specified in Section One above. The surcharge is not assessed against the service base charge. The water restriction surcharge will start on the first billing cycle of the month following the imposition of the restrictions. The surcharge will cease on the first billing cycle of the month following the revocation or lifting of the restrictions. Fire Service meter connections that have consumption of 6,000 gallons or more in any one billing period are deemed to have provided domestic or other water usage and shall be billed according to regular water monthly base and usage charges as described herein.
