Agenda 06/11/2019 Item #16D 6 (Parks & Rec National Accreditation)06/11/2019 EXECUTIVE SUMMARY Recommendation to support the Parks and Recreation Division in seeking national accreditation as a valid and proper public purpose and approve a Resolution authorizing the expenditure of funds to host the Accreditation Commission not to exceed $10,000. OBJECTIVE: To achieve National Accreditation for the Parks and Recreation Division. CONSIDERATIONS: On February 26, 2002, the Board of County Commissioners (Board) approved Parks and Recreation to apply for accreditation by the National Recreation and Parks Association (Agenda Item #16D3). In December 2004, the Collier County Parks and Recreation Division attained this accreditation. The Division hosted the Accreditation Commission again in November 2009 for its 5-year reaccreditation review. The Division passed all 144 standards. The Division hosted the Accreditation Commission in March 2015 for its second 5-year re-accreditation review. The Division will host the Accreditation Commission in March 2020 for its 5-year re-accreditation review. The Accreditation Commission has provided the Parks and Recreation Division with its Agency Accreditation Visitation Procedures which provides guidelines for hosting the Accreditation Commission. The re-accreditation process will allow the Parks and Recreation Division to measure itself against 151 national standards. Improvements, adjustments, and new systems have been implemented, and efficiency and accountability have been improved. By maintaining accreditation status, the public can be assured that it receives well-administered services in accord with approved professional practices. Accreditation also awards the potential for increased external funding and public and political recognition. The funds will be used for accreditation fee ($3,100 application and review fee), travel, accommodations, and meals for three (3) CAPRA reviewers. Expenditures will be made in compliance with the Collier County Procurement Ordinance. FISCAL IMPACT: Funds in the amount not to exceed $10,000 are available within the operating budgets of various Parks and Recreation cost centers within the General Fund (001) and Unincorporated Area General Fund (111). GROWTH MANAGEMENT IMPACT: No Growth Management impact is associated with this action. LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote for approval. -CMG RECOMMENDATION: To support the Parks and Recreation Division in seeking national accreditation as a valid and proper public purpose and adopt a Resolution authorizing the expenditure of funds to host the Accreditation Commission not to exceed $10,000.
