Flexible Funds)06/11/2019 EXECUTIVE SUMMARY Recommendation to approve the execution of the 2018/2019 Federal Highway Administration Flexible Funds Grant Award (Section 5307) in the amount of $286,180 in the Transit Award Management System (TrAMS) for the purchase and installation of additional bus shelters through the Federal Transit Administration Transit Award Management System and authorize the necessary Budget Amendment. OBJECTIVE: To obtain grant funds for the purchase and installation of additional bus shelters for Collier Area Transit (CAT) Passengers. CONSIDERATIONS: On March 26, 2019, the Board of County Commissioners (Board) approved the submittal of a grant application for the 2018/2019 Federal Highway Administration Flexible Grant Funds in the amount of $286,180 for the purchase and installation of up to twelve (12) additional bus shelters throughout Collier County including amenities such as bike racks, benches, and trash receptacles to place on existing pads. The grant requires a twenty percent (20%) match of the tot al project cost; the total project cost is $357,725. Collier County received approval from the Florida Department of Transportation (FDOT) transportation development credits in the amount of $71,545 as a soft match for the grant. On May 1, 2019, County staff received notification of award from the Federal Transit Administration (FTA). Following Board approval, execution of the grant is processed through the FTA Transit Award Management System (TrAMS) by the Collier County Public Services Department Head, who serves as the Board of County Commissioners’ appointed designee. FISCAL IMPACT: A Budget Amendment is required in the amount of $286,180 to recognize federal grant revenue within CAT Grant Fund (424), Project 33623. Collier County has received approval from FDOT for the use of $71,545 transportation development credits as a twenty percent (20%) soft match to the Capital Grant Program. GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the Transportation Element of the Growth Management Plan.
