EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments for the Facilities Management Division in the
amount of $1,756,220 to allocate Infrastructure Sales Surtax Funding associated with the Naples
Regional Library HVAC Replacement (Project 50163).
OBJECTIVE: To provide necessary funding to replace HVAC (heating, ventilation, and air conditioning)
system for the Naples Regional Library in the amount of $1,756,220 and to authorize the necessary
budget amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be in compliance with Section
212.055(2), Florida Statutes. In Exhibit A, there were 3 main categories of projects identified:
Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The Naples
Regional Library HVAC Replacement is identified within the Facilities & Capital Replacement category
under line item HVAC, Roofing and Capital Equipment Replacements at Sheriff’s & County Facilities.
On April 3, 2019, agenda item 8.B.5., the Infrastructure Surtax Oversight Committee validated the
funding for this project in the amount of $1,756,220.
FISCAL IMPACT: A budget amendment is necessary to reallocate funding in the amount of
$1,756,220 within the Infrastructure Sales Tax Fund (318) to fund the Naples Regional Library HVAC
Replacement project (50163).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment in
the amount of $1,756,220 to allocate infrastructure sales surtax funding associated with the Naples
Regional Library HVAC Replacement project.
