EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments for the Facilities Management Division in the
amount of $657,000 to allocate Infrastructure Sales Surtax Funding associated with the Building H
Roof Replacement (Project 50165).
OBJECTIVE: To provide necessary funding to design and replace the roofing system at the Health
Department Building (H) in the amount of $657,000 and to authorize the necessary budget amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be in compliance with Section
212.055(2), Florida Statutes. In Exhibit A, there were 3 main categories of projects identified:
Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The Building H
Roof Replacement is identified within the Facilities & Capital Replacement category u nder line item
HVAC, Roofing and Capital Equipment Replacements at Sheriff’s & County facilities.
On April 3, 2019, agenda item 8.B.6., the Infrastructure Surtax Oversight Committee validated the
funding for this project in the amount of $657,000.
FISCAL IMPACT: A budget amendment is necessary to reallocate funding in the amount of $657,000
within the Infrastructure Sales Tax Fund (318) to fund the Building H Roof Replacement project (50165).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment in
the amount of $657,000 to allocate infrastructure sales surtax funding associated with the Building H
Roof Replacement project.

Project HistoryThe Health Department Building, Building H, was constructed in 1988 with a single ply membraned roof system: Due to the environmentalconditionsin South West Florida, thesingle ply roof lasted approximately 12 years and was replaced in 2000 witha4-plybuilt–upstyrene-butadiene-styrene (SBS) modified bituminous roofing system. The 4-ply was recoatedIn 2009, which was about nine years later.Since the time of the replacement, the roof has been patched in multiple locations over the pastfive years due to high foot traffic repairs to HVAC system and the impacts ofhurricane Irma hasaccelerated the decay.Currently, the roof is leaking on the south wing of the building, patching is no longer an option toprevent leaks.
