EXECUTIVE SUMMARY
Recommendation to approve a proposal from Humiston & Moore Engineers to provide
Professional Engineering Services for Wiggins Pass Interim Dredging under Contract No. 15-6382,
reactivate Contract No. 15-6382 and extend through December 5, 2019, authorize necessary Budget
Amendment, authorize the Chairman to execute the work order for a not to exceed amount of
$46,978 and make a finding that this expenditure promotes tourism.
OBJECTIVE: To move forward with Professional Engineer Services as required for the Wiggins Pass
Interim Dredging project.
CONSIDERATIONS: This proposal will provide services for engineering, permitting, and construction
phase services for the proposed 2019/2020 interim maintenance dredging of a portion of the Wiggin s Pass
Navigation Channel/Construction. Bidding may be combined with Water Turkey Bay dredging for
potential cost savings.
State and federal permits are in place at this time for this project. Construction plans will be based on
current beach profile and bathymetric data for the purpose of completing plans and technical
specifications for obtaining Notice to Proceed from the state and federal agencies to move forward.
The original agreement was approved by the BCC on June 9, 2015, item 16.A.22 (Attachment 1), to
provide small (less than $200,000) engineering services to the County’s Coastal Zone Management
project managers. Generally, these contracts are used for small projects less than $100,000, and which
have a limited scope of work with relatively short durations. The County utilized all renewals allowed by
the agreement with the intent of replacing the agreement for various professional services disciplines.
The Procurement Staff has begun the process of obtaining professional services in various disciplines;
however, after meeting with the operating divisions, it was determined that the current disciplines
required restructuring and additional disciplines were created. As a result, additional time will be
necessary to solicit and negotiate new agreements. The agreement expired on June 8, 2019 and the
Consultant agreed to extend the through December 5, 2019, or until a new contract is awarded, whichever
is sooner. Staff recommends the Board approve the reactivation and extension of this agreement through
December 5, 2019.
FISCAL IMPACT: Funding for the proposed work order, in the amount of $46,978, is available in the
Tourist Development Tax Fund 195. A budget amendment will be necessary to reallocate funding from
Project No.80171(Beach Tilling) to Project No. 80288 (Wiggins Pass Dredge). Grant funding may be
requested for this item.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: At the May 8, 2019, Coastal Advisory
Committee meeting this item was unanimously recommended for approval by an 8 to 0 vote. At the May
30, 2019 Tourist Development Council meeting this item was unanimously recommended for approval by
a 9 to 0 vote.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
