EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners provide after-the-fact
approval for a Hazard Mitigation Grant Program (HMGP) application submitted to
the Florida Department Community Affairs for the Golden Gate Community
Center and Immokalee Sports Complex in the amount of $146,260.
Obiective: Recommend that the Board of County Commissioners provide after-the-fact
approval for a Hazard Mitigation Grant Program application submitted to the Florida Department
Community Affairs for the Golden Gate Community Center and Immokalee Sports Complex.
Considerations: On April 6, 2009, the County Manager approved this grant application
submittal in accordance with Collier County CMA #5330, Grant Administration.
The Parks and Recreation Department joined the Local Mitigation Strategy work group on
February 17, 2009 and developed the project past the deadline for the March 24, 2009 Board of
County Commissioners approval. Due to the time constraints, it was necessary for the Parks and
Recreation Department to request the approval of the County Manager in compliance with CMA
#5330 to submit this application to meet the April 6, 2009 deadline for the HMGP application
submittal. The April 28, 2009 Board of County Commissioners approval for this grant
application was also pending the approval by the Golden Gate Advisory Board for the Golden
Gate Community Center project.
The proposed work will include installation of hurricane shutters in all building openings, i.e.,
windows, doors and vents. These community centers would be used for "cooling stations" in the
event of a hurricane that disrupted power in the community for an extended period of time.
In addition to the attached Wind Retrofit Worksheets, there are exhibits with maps and photos
included in the grant application, but due to the volume of the attachments they are not part of
the printed agenda but are available for review at the Parks and Recreation Administration
Center.
Fiscal Impact: Matching funds for the project budgeted under the 306 Capital Project
Reserves. Under the Hazard Mitigation Grant Program, FEMA will contribute up to 75% of
expenses and the County will share the remaining 25%. The total project cost for Golden Gate
Community Center and Immokalee Sports Complex is $146,260 ($88,900 for GGCC and
$57,360 for ISC) and the County's share is $36,565.
Growth Management Impact: There is no growth management impact associated with this
action.
Leaal Considerations: This item is not quasi-judicial, requires no ex parte disclosure,
requires only a majority vote for approval, and is otherwise legally sufficient for Board action. -

As mentioned in our communication from Monday, several County departments have prepared grant
applications for the Hazard Mitigation Grant Program, but were not able to prepare the documents in
time for the March 24, 2009 BCC meeting.
The Collier County Parks & Recreation Department has prepared two grant applications for shutter
installation (East Naples Community Center, lmmokalee Sports Complex and Golden Gate
Community Center) and drainage improvements (East Naples Community Center).
Unfortunately, the department joined the Local Mitigation Strategy workgroup process late and
conceived the project ideas past the deadline for the March 24, 2009 BCC Meeting. The department
then quickly developed the initial paperwork and presented the projects to the Local Mitigation
Strategy Working Group on March 20th, at which time the projects were accepted.
As a result, it was not possible to prepare the final application packages in time for Board of County
Commissioners approval prior to the April 6, 2009 deadline. Therefore, your review of the
applications is requested to be followed by after-the-fact approval at the April 28, 2009 meeting.
Your signature is required on the transmittal letters, Page 2 and the Maintenance agreements as noted
by sign here labels within each application package.

Describe, in detail, the existing problem, the proposed project, and the scope of work. Explain how the proposed

Description of the existing problems-
The Golden Gate Community Center, located at 4701 Golden Gate Parkway in
Naples is one of our oldest community center in Naples with no Hurricane Protection. The center has a multi function
auditorium with capacity of ISO-person, game room, lobby, meeting room, office and rest rooms.
The Immokalee Sports Complex, located at 505 Escambia Street in Immokalee is also one of the oldest community
Center in Immokalee with no Hurricane Protection. Located in the center oftown, the facility is always filled with
children after school. Center is also home to the Immokalee indoor soccer league, basket games and the exclusive
site for children's and adult swimming lessons.
Describe the type(s) of protection that the proposed project will provide-
Both projects will provide hurricane protection on all openings including doors and windows throughout the building.
The shutters will provide a barrier from flying debris and high winds often generated by hurricane force winds. Electrical
connections will be retrofitted in these centers to allow connection to the generator.
Scope of Work (describe in detail, what you are planning to do)-
Both projects will include installation of Roll Down Shutter 2- S8mm Super T-End Retention System. Both centers will
receive a total of 39 motorized roll down and 13 manual operated shutters. The selected vendor will install the shutters
and the project oversight will be provided byParks and Recreation staff. Approval of the project, bidding, vendor selection,
contract, etc. may take 3 months, permitting maybe another 3 months, material fabrication - 2 months and installation-
2 months. See Exhibit C for Cost Estimate and Product Specifications.

The moximum FEMA share for HMGP/FMA projects is 75%. The other 25% can be made up of State and Local funds as well as in-
kind services. Moreover, the FMA program requires that the maximum in-kind match be no more than 12.5% of the total project costs.
HMGP/FMA funds may be packaged with other Federal funds, but other Federal funds (except for Federal funds which lose their

Because the HMGPIFMA are federally funded programs, all projects are required to undergo an environmental and historic preservation
review as part of the grant application process. Moreover, all projects must comply with the National Environmental Policy Act
(NEP A) and associated Federal, State, Tribal, and Local statutes to obtain funding. NO WORK can be done prior to the NEP A
review process. If work is done on your proposed project before the NEPA review is completed, it will NOT be eligible for
Federal funding.
1. The following information is required for the Environmental and Historic Preservation review:
All projects must have adequate documentation to determine if the proposed project complies with NEP A and associated statutes. The
State Environmental Staff provide comprehensive NEP A technical assistance for Applicants, with their consent, to complete the NEP A
review. The type and quantity of NEPA documents required to make this determination varies depending upon the project's size,
location, and complexity. However, at a minimum, please provide the applicable documentation from this section to facilitate the
NEP A compliance process.

The NEP A process requires that at least two alternative actions be considered that address the same problem/issue as the
proposed project. In this section, list two feasible alternative projects to mitigate the hazards faced in the project area. One
alternative is the "No Action Alternative".

If no action is taken, both Golden Gate and Immokalee Sports Complex would continue to be in danger of losing approximately
$ 140,200 worth of contents and maybe even losing their building during the hurricane season. Both facilities will also serve the
community as "cooling centers" during period of without electricity due to disaster.

a. Project Description for the Alternative
Describe, in detail, the alternative project. Also, explain how the alternative project will solve the problem(s) and/or
provide protection from the hazard(s).
An alternative project that was considered was to replace all existing glass windows and doors with an impact-rated
windows. See Exhibit C for proposed quote from vendor. The original structures were designed to withstand wind
pressure of 110 mph. The installation of the alternative would involved windows capable of resisting pressures
developed by winds slightly over 130 mph, 3-second gust, which is approximately equal to sustained IlO mph wind.
The net result is the windows would be capable of withstanding pressures slightly exceeding the design criteria of the
original building. The net result windows are not impact rated and are subject to major damage during a windstorm,
whereas the impact-rated replacement windows would protect the glazed from wind borne debris in accordance with
the current codes. It is estimated that 3, I 00 quare feet of glass would need to be removed and replaced including
3 single doors, 4 pairs of double doors. Once windows are removed, repairs to the stucco, window sills and paint
would be required..

Maintenance Agreement
All applicants whose proposed project involves the retrofit or modifICation of existing
publIC property or whose proposed project would result in the public ownership or
management of property, structures, or facilities, must first sign the following
agreement prior to submitting their application to FEMA.
(NOTE: Those applicants whose project only involves the retrofitting, elevation, or
other modification to private property where the ownership wiU remain private after
project completion DO NOT have to complete this form.)

responsibility, at its own expense if necessary, for the routine maintenance of any real
property, structures, or facilities acquired or constructed as a result of such Federal aid.
Routine maintenance shall include, but not be limited to, such responsibilities as
keeping vacant land clear of debris, garbage, and vermin; keel'ing stream channels,
culverts, and stann drains clear of obstructions and debris; ana keeping detention ponds
free of debris, trees, and woody growth.
The purpose of this agreement is to make clear the Subgrantee's maintenance
responsibilities following project award and to show the Subgrantee's acceptance of
these responsibilities. It does not replace, supercede, or add to any other maintenance
responsibilities imposed by Federal law or regulation and which are in force on the date
of project award.
