Agenda 05/26/2009 Item #16D 9 Agenda Item No. 16D9 May 26, 2009 Page 1 of 21 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners provide after-the-fact approval for a Hazard Mitigation Grant Program (HMGP) application submitted to the Florida Department Community Affairs for the Golden Gate Community Center and Immokalee Sports Complex in the amount of $146,260. Obiective: Recommend that the Board of County Commissioners provide after-the-fact approval for a Hazard Mitigation Grant Program application submitted to the Florida Department Community Affairs for the Golden Gate Community Center and Immokalee Sports Complex. Considerations: On April 6, 2009, the County Manager approved this grant application submittal in accordance with Collier County CMA #5330, Grant Administration. The Parks and Recreation Department joined the Local Mitigation Strategy work group on February 17, 2009 and developed the project past the deadline for the March 24, 2009 Board of County Commissioners approval. Due to the time constraints, it was necessary for the Parks and Recreation Department to request the approval of the County Manager in compliance with CMA #5330 to submit this application to meet the April 6, 2009 deadline for the HMGP application submittal. The April 28, 2009 Board of County Commissioners approval for this grant application was also pending the approval by the Golden Gate Advisory Board for the Golden Gate Community Center project. The proposed work will include installation of hurricane shutters in all building openings, i.e., windows, doors and vents. These community centers would be used for "cooling stations" in the event of a hurricane that disrupted power in the community for an extended period of time. In addition to the attached Wind Retrofit Worksheets, there are exhibits with maps and photos included in the grant application, but due to the volume of the attachments they are not part of the printed agenda but are available for review at the Parks and Recreation Administration Center. Fiscal Impact: Matching funds for the project budgeted under the 306 Capital Project Reserves. Under the Hazard Mitigation Grant Program, FEMA will contribute up to 75% of expenses and the County will share the remaining 25%. The total project cost for Golden Gate Community Center and Immokalee Sports Complex is $146,260 ($88,900 for GGCC and $57,360 for ISC) and the County's share is $36,565. Growth Management Impact: There is no growth management impact associated with this action. The Collier County Parks & Recreation Department has prepared two grant applications for shutter installation (East Naples Community Center, lmmokalee Sports Complex and Golden Gate Community Center) and drainage improvements (East Naples Community Center). Unfortunately, the department joined the Local Mitigation Strategy workgroup process late and conceived the project ideas past the deadline for the March 24, 2009 BCC Meeting. The department then quickly developed the initial paperwork and presented the projects to the Local Mitigation Strategy Working Group on March 20th, at which time the projects were accepted. As a result, it was not possible to prepare the final application packages in time for Board of County Commissioners approval prior to the April 6, 2009 deadline. Therefore, your review of the applications is requested to be followed by after-the-fact approval at the April 28, 2009 meeting. Description of the existing problems- The Golden Gate Community Center, located at 4701 Golden Gate Parkway in Naples is one of our oldest community center in Naples with no Hurricane Protection. The center has a multi function auditorium with capacity of ISO-person, game room, lobby, meeting room, office and rest rooms. The Immokalee Sports Complex, located at 505 Escambia Street in Immokalee is also one of the oldest community Center in Immokalee with no Hurricane Protection. Located in the center oftown, the facility is always filled with children after school. Center is also home to the Immokalee indoor soccer league, basket games and the exclusive site for children's and adult swimming lessons. Describe the type(s) of protection that the proposed project will provide- Both projects will provide hurricane protection on all openings including doors and windows throughout the building. The shutters will provide a barrier from flying debris and high winds often generated by hurricane force winds. Electrical connections will be retrofitted in these centers to allow connection to the generator. Scope of Work (describe in detail, what you are planning to do)- Both projects will include installation of Roll Down Shutter 2- S8mm Super T-End Retention System. Both centers will receive a total of 39 motorized roll down and 13 manual operated shutters. The selected vendor will install the shutters and the project oversight will be provided byParks and Recreation staff. Approval of the project, bidding, vendor selection, contract, etc. may take 3 months, permitting maybe another 3 months, material fabrication - 2 months and installation- 2 months. An alternative project that was considered was to replace all existing glass windows and doors with an impact-rated windows. See Exhibit C for proposed quote from vendor. The original structures were designed to withstand wind pressure of 110 mph. The installation of the alternative would involved windows capable of resisting pressures developed by winds slightly over 130 mph, 3-second gust, which is approximately equal to sustained IlO mph wind. The net result is the windows would be capable of withstanding pressures slightly exceeding the design criteria of the original building. The net result windows are not impact rated and are subject to major damage during a windstorm, whereas the impact-rated replacement windows would protect the glazed from wind borne debris in accordance with the current codes. It is estimated that 3, I 00 quare feet of glass would need to be removed and replaced including 3 single doors, 4 pairs of double doors. Once windows are removed, repairs to the stucco, window sills and paint would be required.. b.
