Agenda 05/26/2009 Item #16C 4 Agenda Item No. 16C4 May 26, 2009 Page 1 of 24 EXECUTIVE SUMMARY Recommendation to approve a Work Order in the amount of $980,000.00 to Youngquist Brothers, Inc., for the repair and replacement of a mechanical failure of the North County Regional Water Treatment Plant Deep Injection Well No.2. Steel Injection Tubing, Project 70008.1. OBJECTIVE: That the Board approves a work order to repair the failed steel tubing of the North County Regional Water Treatment Plant (NCRWTP) Deep Injection Well (DIW) No.2 to restore its mechanical integrity to allow it to be placed back into service as mandated by the Florida Department of Environmental Protection (FDEP) permit conditions and to reliably serve our water customers. CONSIDERATIONS: The NCRWTP has two DIW's which serve as disposal sources for the reject concentrate liquid resulting from the process of treating raw water and producing potable water. DIW No. 1 and DIW No.2 were constructed and placed in service 1993 and 1996, respectively. The FDEP permit requires that the NCRWTP has two DIW's in operation for sustainable and reliable service. On May 13, 2009, DIW No.2 exhibited a pressure drop that was discovered by plant operations. Based on past experience, this condition is indicative of a Steel Injection Tubing (SIT) failure as was discovered and repaired in both wells in 2002. At that time, both wells were repaired by replacing the SIT with like materials as directed and _ permitted by the FDEP. In 2004 DIW No. 1 experienced another failure of its SIT, and through negotiations with the FDEP, they allowed the repair at that time to be performed by replacing the SIT with fiberglass reinforced pipe (FRP) due to past poor performance of the original SIT material. The replacement was completed in 2005. In 2007, the FDEP issued a permit to replace DIW No. 2's SIT with Fiberglass Reinforced Plastic (FRP) as a preemptive and proactive solution to the problems encountered with steel tubing. At that time, since there was no indication that DIW No.2 was also failing, it was prudent business risk to continue operation of DIW No.2 as there was no indication of mechanical problems, and therefore there was additional useful life remaining for this well. On May 13, 2009, DIW No.2 experienced the symptoms of a tubing failure and therefore had to be shut down from operation. The only way to verify the extent of the disrepair is to disassemble the well and pin point the cause(s) of failure. This is an extensive effort that requires heavy equipment and necessitates extreme experience and knowledge of the DIW. Fixed Term Contract #06-3887, Annual Contract for Well Drilling and Maintenance, is in place for this type of work. The normal Purchasing procedure is to obtain quotes from all vendors under this contract. In this case there are only two vendors; Youngquist Brothers and Jaffer. Youngquist is far more experienced in this type of work, is local, originally constructed both wells on this site and others in the County system, and has similarly repaired both wells successfully in the past. -- This is an exigent situation governed by FDEP permit conditions. The FDEP requires that both wells be in service as a condition of the operating permit. It is therefore necessary to contract with the more experienced and equipped well repair contractor, Youngquist Brothers, Inc., who has previous experience with, and intimate knowledge of both wells on an emergency basis. No new permit is required for this work since it can be performed under the previous FDEP approved permit. Timely completion of the repair is critical to the reliable operation of the NCRWTP and is an FDEP permit condition. A fair and reasonable best market value price was negotiated with Youngquist Brothers. Therefore staff requests that the Board waive the requirement for obtaining quotes from both vendors, and to approve award to the best valued, more experienced, and best equipped contractor, Youngquist Brothers. FISCAL IMPACT: A budget amendment is necessary to transfer $1,018,500 ($980,000 for construction and $38,500 for engineering services) from Water Capital Project Fund 412 Reserves, to Project 70008.1. The source of funds is Water User Fees. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval, and is otherwise legally sufficient for Board action.-SRT GROWTH MANAGEMENT IMP ACT: This project meets cun'ent Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDA TION: That the Board of County Commissioners, as Ex-officio, the governing Board of the Collier County Water-Sewer District, waive the formal quote under contract 06-3887 and approve a Work Order to Youngquist Brothers, Inc., in the amount of $980,000.00 and approve the necessary budget amendment(s) for the repair and replacement of the NCRWTP DIW No.2 SIT tubing with FRP. Gcneral ]lrojcct Description lnjection well n'\'-2 was consh'l1cLed bet,veen NovernbeJ' 1995 and April 1996 to provide 100 percent redundant capacity for injection well IvV-1, vl'hich was completed in March 1993. Injection well IW-2 has a permitted capacity of 6.3 l11.illion gallons per day (Mgd) of liquid waste. The original waste flow disposed of in the injection well system ,vas reject concentrate \ovateI' from a m.embrane softening facility. The NCRWTP has subsequently been expanded to include a reverse osmosis desalination facility. Reject concentTate from the reverse osmosis desalination facility is also disposed of in injection wells lW-1 and 1W-2. Excess reclaimed water n'om the North County Water Reclamation Facility (NCWRF) was also formerly disposed of in the NCRWTP injection well system. With the construction ofthc NC\VRF injection system, the pipeline between the NCWRF and NCRWTP has been discollnected, The 16-inch diameter steel injection tubing in well IW-2 developed a leak and was replaced with another steel injection tubing in 2002. Injection well 1W-2 passed a mechanical integrity test in February 2006. Although the injection well lW-2 tubing still has mechanical integrity, Collier County seeks to permit the replacement of the injection tubing now, so that the replacement could be performed expeditiously should a leak develop in the tubing in the future. The replacement tubing will be a 15.8-inch diameter, 0,66-inch thick wall Red Box 1250 fiberglass, as manufactured by Future Pipe Industries, or an approved equivalent. Gener'al Pr'oject Description Proiect Summarv The project involves the replacement of the injection tubing in the Collier County NCR WTP injection well IW -2. The entire 16-inch diameter, steel injection tubing will be removed and replaced \\'ith a l5.8-inch diameter fiberglass tubing. The replacement process calls for reuse of the existing YBI positive seal packer to support the fiberglass injection tubing during cementing. A schematic diagram showing the existing well construction and proposed altemate design is provided in Figlll'c 2 and a diagram of the proposed m1l1ulus cement packer assembly is provided in Figul'c 3. The annulus will be pressure grouted from the bottom of the annulus u])\vard in a single stage. In the event that the existing YBl packer is unusable. the annulus will be cemented while the fiberglass casing is hung from the top of the wcll sur1~lce. Sampling shall include specific conductance, pH, chloride concentration, temperature and water level. 2. Mobilize equipment to the project site and set-up the drill rig over the wellhead, including all necessary dismantling of existing wellhead and associated piping/instrumentation eq uipment. 4. Remove the existing 1 G-inch diameter steel injection tubing, Haul tubing offsite to a scrap dealer, 5. Perform video survey from lnnd surface to approximately 25 feet below the base 01'20- inch diameter injection casing. Perform side-view inspection of YBI packer area. 6. Conduct pressure testing on 20-inch diameter injection casing. 7. Install fiberglass injection tubing to the approximate depLh of2,460 feet below land smface, If still usable, the existing male YBl packer element ,,,,ill be welded to an approximately 15ft piece of steel tubing, which will be nttachcd to the bottom ofthe fiberglass casing with a threaded coupling, as shown in figure 3. The tubing shall be new, filament-wound fiberglass tubing, slIch as Red Box 1250 fiberglass as manut~letured by the by Future Pipe Industries, or approved equivalent. Conduct a video survey of 15.8-ineh diameter FRP tubing from land surface to approximately 25 feet below the base of the 20-inch diameter casing set at 2,492 feet (approximately 2,517 feet below land surface). 9. Install bridge plug at approximately 2,460 feet hIs (base of the injet:tion tubing) using cement basket. Cement in low volume stages to obtain bridge plug length of at least 10 feet. Allow bridge plug cement to set up a minimum of 36 hours before pressure grouting FRP tubing. 10. Cement annulus bet\vccn 20-lnch diameter injection casing and 15.8-inch FRP injection tubing to land surface. The cement stage sholl be pressure grouted and emplaced in one stage of cementing operations. A temperature log sha]] be run after cementing. A blowout preventer or other method shall be employed to prevent the well fi'om flowing during cementing opemtiol1s. The cement may bave up to 12% bentonite gel. Any other additives, such us cement dispersants, must be approved by the ENGINEER and FDEP prior to cementing. 11. Allow cement to cure for at least 24-hotlrs. 12. PerfOlTIl cement bond log. 13. Perform pressure test on 16-inch FRP tubing. 14, Trip in hole and drill out cement and bridge plug, and continue drilling to below base of injection casing at 2,498 feet bls, 15. Reinstall wellhead (modified as necessary to incorporate the new tubing), associated piping, and instrumentation. 16. The only anticipated expcmsion of the NCRWTP is the addition of a high-pressure reverse osmosis (RO) skid, which at its design capacity would generate 1 MGD of concentrate. The high-pressure RO system would be used only to meet peaks in demand as it will be the most expensive water to produce. Future annual injection wen disposal volumes will likely be comparable to current levels, The projected future disposal volume, for the purpose of the determining the area of review, is estilnated as 11 times the maximum historic annual concentral'e disposal volume (1,240 in 2003) or 13,640 MG, which include the requested and next 5 year operation period and an addilionall year safety factor. The thickness of the injectate-invaded zone in well IW-1 and 1W-2 is over 600 feel thick, as documented in the completion repol'ts for the injection wells. However, for the purpose of establishing a conservative area of n~view, a 200 ft injecLion zone thid-ness and a porosity of 20% are used. No changes in the injection procedures are herein pl'Oposed. (5) The compatibility of the injected waste with fluids in the injection zone and minerals in both the injection zone and confining zone. The major solute concentrations of the groundwater in the injection zone and lower monitor zone aTe very similar to those of Seil"\lVater. The solute concentration (salinity) of the concentrate from the NCRvVTP is substantially less than that of the "vaters in the injection and confining zone. The relatively dilute injected waters would not be expected to significantly impact either the injection zone 01' confining zone rock, which consists predominantly of dolomite. Dolomite has both Cllow solubility and dissolution and precipitation rates under the temperature, pressure, a.nd pH conditions of the injection zone. (6) The status of correclive action on defective wells in the area of review No defective wells that penetrate either the injection 01' confining zone are known to exist within the area of review.
