EXECUTIVE SUMMARY
Recommendation to appoint four members to the Coastal Advisory Committee.
OBJECTIVE: To appoint two City of Naples representatives and two Collier County representatives to
the Coastal Advisory Committee.
CONSIDERATIONS: This 9 member committee was created on February 13, 2001 by Ordinance 2001-
03 to assist the Board of County Commissioners with its establishment of unified beach erosion control
and inlet management programs within the unincorporated and incorporated areas of Colli er County, and
to advise the Board of County Commissioners and the Tourist Development Council (TDC) of project
priorities with respect to funding sources that are available to Collier County for restoration and
protection of its shoreline. The committee is composed of 3 members from the unincorporated area of
Collier County, 3 members from the City of Naples and 3 members from the City of Marco Island.
Appointments of members from the City of Naples and the City of Marco Island shall be appointed from
a list containing one or more qualified applicants submitted by the respective governing bodies of those
Cities. Selection for membership on this committee will be based upon the applicant’s familiarity with
coastal processes, inlet dynamics, coastal management programs, or demonstrated interest in such
programs; relevant education and experience; leadership and involvement in community affairs; and
willingness to attend meetings and to undertake and complete assignments. Terms are 4 years. A list of

Ms. Linda Penniman, representing the City of Naples, resigned from the committee on April 11, 2019,
and three other seats expired on May 22, 2019. The vacancies were advertised and there are the following
applicants:

ATTENDANCE: During the past two years, Mr. McCann has had three excused absences, Mr. Trecker
has had perfect attendance, and Jim Burke has had four excused absences.
CITY OF NAPLES RECOMMENDATION: At its meeting on April 17, 2019, under agenda item 10A,
the Naples City Council voted unanimously to recommend Council Member Terry Hutchinson for
appointment as one of its representatives on this committee, for the remainder of the term vacated by
committee member Linda Penniman, which expires on May 22, 2020; the council further recommended

that Thomas McCann be reappointed to his seat on the committee, as a City of Naples representative, to a
four-year term expiring on May 22, 2023. The city council agenda memorandum and voting record for
item 10A, and a memo from county staff in support of said appointments, are included in the backup.
COMMITTEE RECOMMENDATION: At its meeting on May 9, 2019, the committee reviewed the
applications for the Collier County seats and voted unanimously to recommend that David Trecker and
Jim Burke be reappointed to the committee as Collier County representatives, to four year terms expiring
on May 22, 2023. A recommendation memo is included in the backup. The committee reviews and
recommends applicants only for the seats representing unincorporated Collier County; city applications
are reviewed and recommended by the municipality they represent.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the City of Naples and the
Committee Recommendations, and directs the County Attorney to prepare a resolution confirming the
appointments.
